MSS Logistics and Procurement Coordinator (Medico Social Sector)

Duties and Responsibilities

Strategic Tasks and Responsibilities

  • Support MSS strategic planning, risk management and contingency planning by providing relevant operational input and data
  • Assist in the implementation of logistics, fleet, inventory and procurement strategies in line with MSS guidelines.
  • Establish and maintain effective coordination with both internal (LRC branches, sectors, sections) and external logistics and operational stakeholders to ensure smooth implementation of MSS activities.
  • Ensure adherence to logistics and procurement policies, procedures while maintaining transparency and ethical practices.

Operational Duties and Responsibilities

  • Coordinate the implementation of procurement activities to support operational performance and efficient use of resources.
  • Manage MSS warehousing operations, inventory control, and distribution flows to ensure efficient stock levels and minimize waste. This includes:
  • Coordinate and manage the consumables, paramedical, and medication procurement in collaboration with the pharmacist and other healthcare team members.
  • Ensure efficient procurement, proper storage, and timely distribution.
  • With support of branches, manage and optimize MSS logistics / fleet activities, i.e oversee the transportation and distribution of medications, medical supplies and equipment, ensuring timely and efficient delivery to PHCs and MMUs. This includes coordinating with Central Logistics Section to ensure alignment with overall logistics strategies and policies.
  • Assist in updating MSS SOPs related to workflows.
  • Support the rollout of procurement IT tools, including ERP and HIS
  • Coordinate with the MSS Data Manager to provide proper dashboards that support the management and optimization of the MSS supply chain.
  • Ensure Supply chain performance, incl. :
  • Conduct regular audits, inventory spot-checks and provide reports with improvements suggestions.
  • Ensuring optimal allocation and utilization of resources at all operational sites.
  • Identify and communicate the needs of PHCs and MMUs, including equipment, instruments, supplies, consumables, and medications, ensuring smooth supply chain operations.
  • Coordinate procurement tasks with the Procurement Section to ensure compliance with procurement policies, supplier management, and contract execution. Esp.:
  • Ensure procurement considerations are integrated from the outset by engaging the Procurement Section during the design phase of projects.
  • Submit detailed and accurate procurement plans to the Procurement Section in a timely     manner, including clear specifications, estimated quantities, and expected timelines. I.e provide an annual acquisition (procurement) plan, updating it quarterly if necessary.
  • Coordinate technical input with the procurement section as needed
  • Actively participate in the budget process, i.e develop and oversee budget management for logistics, fleet, and inventory operations, including forecasting and cost control.

Function-Specific Experience

  • Experience in supply chain management, procurement, and logistics within healthcare or humanitarian organizations.
  • Experience Supporting operations in emergency or crisis settings.

Industry-Related Experience

  • Experience in logistics, inventory, and fleet management within healthcare organizations or centers.
  • Experience in similar volunteer-based organizations or humanitarian organizations.
