Protection Working Group Lebanon – Report May 2025
This report provides a concise summary of the most notable changes observed in IDP protection monitoring trends between April and May 2025. While the overall findings indicate minimal changes, a few important changes were identified from data collected from Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs) which are described below.
Displacement trends and return intentions (based on conflict developments, ceasefire and/or Syria situation)
According to KIIs, some aspects of displacement trends shifted from April to May while others remained largely unchanged. KI reports of IDPs “remaining in this location” were largely consistent (with a modest 7% increase from April to May) as were KI’s reporting “people arriving to this location” (a minor 4% decrease).
The most significant change was observed in KII reports regarding IDPs who left the area, which dropped sharply from 46% of KII responses in April to 22% in May across all four subnational areas. The most prominent change took place in BML where 47% of KIIs in April reported that IDPs left the area, while only 14% reported this in May. In the South and Nabatieh, 34% of KIIs reported that IDPs left the area in April, a figure which decreased to 12% in May. The Bekaa and Baalbek-El Hermel also registered a significant change where 51% of KIIs reported that IDPs left the area in April decreasing to 37% in May. This suggests that fewer IDPs are leaving their locations of displacement - this may be because those intending to leave have already done so, or remaining ones have chosen to settle in their displaced locations or are unable to return due to destruction during the conflict. For instance, in the South, one of the factors preventing returns is damaged and destroyed housing, an issue highlighted in FGD with Lebanese women in Tyre.
