CARE Overview
CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation, and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 7 years, it has supported over than half a million beneficiaries. In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender, and protection. CARE intends to maintain its presence in all areas of Lebanon. CARE Lebanon has scaled up rapidly over the past few years and today it has about 90 staff members, with more than 15 different local/international partner organizations. 90% of the team is composed of national staff, with a symbolic number of international members. 

Project overview
As part of an agricultural training initiative, our organization is conducting structured training sessions for farmers across various regions in Lebanon. The objective is to improve farming practices and enhance productivity among smallholder farmers. The project will engage 100 groups, each composed of 20 farmers, participating in 10 training sessions per group — totaling 1,000 sessions and reaching 2,000 farmers.

Objective
To design 2-days training curriculum (8 hours/: 4 hours practical + 4 hours theoretical) in Arabic and English Language and one 2-minute video scripts for farmer-level water and irrigation management.
The curriculum will be developed in two parts: the first part (session 1) will focus on theoretical training aligned with the Ministry’s identified needs and gaps ; the second part (session 2) will provide practical, hands-on training supported by the necessary tools, equipment, and field demonstrations to ensure effective application of the knowledge acquired .

 Responsibilities
• Develop training content on efficient irrigation methods (drip, deficit irrigation), water budgeting, irrigation scheduling.
• Practical sessions: system installation, leak detection, maintenance.
• Draft video scripts with clear, simplified tips for farmers.
• Integrate climate-sensitive water use recommendations
• Conduct coordination meetings with the Ministry and implementing partners during curriculum development and roll-out
• Develop evaluation tools, including pre- and post- training assessments to measure knowledge gain and training effectiveness.

Deliverables

• Full 2-days curriculum (session guides, activities, resources)    
• One educational video script    
• 1 day ToT for trainers.

Required Qualifications
• Degree in Water Resource Engineering, Irrigation, or Agriculture.
• At least 5 years’ experience in irrigation systems and water-efficient farming.
• Familiarity with local Lebanese farming systems.
• Must have experience not less than 5 years in the Ministry of Agriculture.
• Expertise in Curriculum development/ research's  
• Experience with participatory adult learning methods.

Reporting
The Consultant will report directly to CARE’s Senior Project Officer and provide monthly updates on implementation progress and tool performance.

Budget and Payment Terms
To be detailed in the agreement. Payment will be based on deliverables and successful completion of each phase.
