What we are looking for
- An experienced MEL professional and leader with 5-7 years experience in design, implementation, and oversight of monitoring, evaluation, and research for large to mid-scale international projects or programmes preferably within the humanitarian/development sector.
- Technical competency and prior experience implementing various programme evaluation methodologies and approaches, with advanced experience in qualitative and quantitative data analysis and tools.
- Experience managing and leading teams, excellent analytical, communication, interpersonal, writing, collaboration, problem-solving, planning/organizing, and facilitation skills.
- Experience within supporting MEL for one of NRC’s core competencies is an asset.
- A background in economics, research methods, social sciences or a related field with fluency in spoken and written English.

What you will do
The role of the Monitoring, Evaluation and Learning Manager leads the strategic direction and quality assurance for monitoring, evaluation and learning (MEL) in the Lebanon Country Office. The MEL Manager should design and implement a strategy, SOPs, and budget for MEL which ensures the Country Office (CO) is meeting and exceeding MEL minimum standards.
The MEL Manager will be responsible for establishing good practices related to evidence and learning to feed into programme and strategic decision-making. In addition to overseeing the Country Office’s research portfolio and evaluations (internal and external), the MEL Manager will also be responsible for establishing an information management strategy, SOP and overseeing the development of digital solutions for programme beneficiary databases and the use of business intelligence tools for programme and project monitoring.
Key responsibilities
- Responsible to develop the CO Monitoring, Evaluation and Learning strategy, responding to contextual challenges but also ensuring alignment with the regional strategy and global MEL framework, policy and strategy, while participating in Country Strategy Process to ensure MEL is a high priority in the country programme.
- Technical input to programme MEL plans, including methodological guidance and resource planning as well as ensuring the roll out and use of global and regional MEL developments at the CO level and leading new technical developments to respond to MEL needs in the context.
- Provide leadership and technical support to Area Managers and MEL staff to ensure MEL across Area Offices are harmonized and meet NRC MEL minimum standards.
- Ensuring learning moments are institutionalised in the CO, with systems in place for analysing and using MEL data and supporting programme and Country Management Group (CMG) to interpret and use learning for strategic and programme decision making. This includes contributing to the development, learning and adaptation of a multi-year programme strategies.
- Lead on evaluations and manage the capture and dissemination of lessons learned from monitoring data, grants meetings, CO evaluations, programme studies, and NRC annual learning review (global).
- Ensure planning and quality control of all monitoring and evaluation activities throughout the PCM cycle, including technical support for Theory of Change, Logical Framework design, and budgeting for MEL plans, indicator reference sheets, data quality assessments and evaluation processes.
- Lead the drafting MEL including IM guidelines and SOPs and ensure Oversee the development and roll-out of dashboards for project and programme monitoring.
- Lead the coordination of outcome monitoring processes, including tool development, data analysis, and reporting, with support from MEL Coordinators and Core Competency Specialists.
- Develop and maintain strategic learning partnership with key relevant academic and research institutions to enhance internal learning and advocacy efforts of NRC Lebanon.
- Ensure capacity sharing and guidance to partners on MEL processes and procedures, as needed and as requested by partners.
- Oversee and be responsible to mainstream protection guidelines in the NRC’s related activities as per NRC’s Protection mainstreaming guidelines and ensure that all breaches/concerns reported are properly resolved.
