RFQ - 05079

1 – Overview:

Amel Association International (Amel) is a Lebanese and non-sectarian NGO created in 1979. Amel works through 30 centers, 6 mobile medical units, 2 mobile education units and 1 protection unit, and for more than 40 years has supported the poorest regions of Lebanon, from Beirut and its South Suburbs to Mount Lebanon, Bekaa and South Lebanon. Amel offers accessible services for all in the following fields: food security, health, education, protection, child protection, gender-based violence, livelihood, promotion and protection of human rights, rural development

2 – Scope of work:

The consultancy involves the collection, analysis, and interpretation of data to inform advocacy strategies and support the development, design, and launch of three key deliverables under the LEA framework. The data collection will serve as the foundation for all deliverables, ensuring they are evidence-based and grounded in the lived experiences of migrant workers in Lebanon.

The consultant will be responsible for both primary data collection (e.g., through roundtable discussions, interviews, service data, and participatory engagement with stakeholders) and secondary research (desk reviews of existing studies, legal frameworks, and policy documents). All deliverables must reflect the findings from this comprehensive research process and align with the advocacy goals of the project.

Tasks and Activities:

  • Design and implement data collection methodologies, including tools for interviews, questionnaires, and focus group discussions, targeting migrant workers and relevant stakeholders;
  • Conduct both primary (field-based) and secondary (desk review) research to inform project deliverables.
  • Participate in and document roundtable discussions, particularly those related to healthcare access and Kafala system reform.
  • Ensure all deliverables are evidence-based, rights-oriented, and aligned with the advocacy objectives of the LEA project.
  • Translate and format deliverables (Arabic/English), and coordinate the design and layout in line with Amel’s branding and communication standards.
  • Incorporate feedback from Amel Association and consortium partners on draft versions of all deliverables.
  • Support the Amel project team in general implementation efforts, particularly in areas related to advocacy strategy development and data collection.
  • Assist in organizing, facilitating, and reporting on validation workshops, stakeholder consultations, and advocacy events.
  • Provide periodic progress updates and contribute to internal reflection and learning processes within the LEA project framework

DELIVERABLES:

a) Policy Brief on Access to Health Services

Amel Association, through its Primary Health Care Centers (PHCC), will gather anonymized data on migrant patients to assess and analyze their health needs. This information will be used to identify existing challenges and gaps in access to healthcare for migrant workers and their children.

The process will include:

- Attending and gathering data at the round table discussion with the Ministry of Public Health (MoPH) and other relevant stakeholders to explore the barriers and opportunities related to migrant access to national PHCCs organized by Amel Association;

- Using the findings and endorsements from this roundtable together with the data collected by Amel Association on their direct services to migrants and access to health to develop a policy brief,;

- Presenting the final policy brief during a second-round table organized by Amel Association, with the objective of lobbying the MoPH to issue a memo ensuring equitable and quality access to healthcare services for migrant workers and their children across all national PHCCs.

            b) Multi-Angle Study on Alternatives to the Kafala System 

This deliverable consists of developing a comprehensive study that compiles and analyzes data and existing research on the situation of migrant workers in Lebanon. The study will:

- Examine different dimensions and case studies relevant to the promotion of alternatives to the Kafala system available through Amel’s service provision data collection and relevant KIIs;

- Provide evidence-based recommendations to inform advocacy efforts and promote the ratification and implementation of international human rights and labor standards. 

            c) Manual on Rights and Responsibilities for Employers 

Building on the research efforts already done in this regard by the Project Team, a manual targeting employers of migrant workers will be developed to promote understanding of rights and responsibilities and to help prevent abusive practices. This manual will:

- Complement Caritas Lebanon’s existing efforts in producing a manual for migrant workers on their rights and responsibilities;

- Be informed by a thorough desk review of relevant legal frameworks, including international labor standards and national legislation;

- Be validated and launched during workshops organized by Amel Association, with the endorsement of trade union representatives from SORAL and FENASOL.

All three deliverables include layout design, to be reviewed and approved by Amel Association, as well as translation Arabic/English.

All deliverables shall be shared with Amel Association at draft stage and shared with consortium partners for feedback and review before final version.

Together with the final deliverables, the consultant is expected to debrief on progress made and on gathered data on desk and field review processes including but not limited to Minutes of Meetings, transcripts of interviews, questionnaires, etc.

REPORTING:

The researcher will work under the general supervision and direction of LEA Project Coordinator and the Migration Program Coordinator.

It might be foreseen to hire a Research Assistant and/or other support personnel to contribute to the research and data collection efforts under the project.

Note: 

The selected supplier must be responsible for Providing the required services within the required period.

Amel reserves the right to increase/decrease the number of Sessions.
