Senior Partnership Finance Officer

To provide effective financial management within Lebanon country programme, implementation and maintenance of Oxfam’s and donor’s financial procedures.

To be responsible for the financial management of Oxfam’s implementing partners and also providing day to day support to the assigned partners and to Oxfam finance and program teams in terms of financial management to achieve overall organizational goal.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

 

Reporting and Financial Management for the Lebanon Country program

 

  • Monitor grants and program management budgets, flag significant variances to the Deputy Finance Manager.
  • Ensure program staff comply with grant monitoring, spending balances, and timely closure of grants based on partners’ reporting.

    Reporting and Financial Management for the Lebanon Country program

     

    • Monitor grants and program management budgets, flag significant variances to the Deputy Finance Manager.
    • Ensure program staff comply with grant monitoring, spending balances, and timely closure of grants based on partners’ reporting.
    • Communicates frequently with Programs and line managers to ensure that all those who need to share information are well informed.
    • Compile financial documentation required for internal and external audits.
    • Perform regular compliance checks on financial documents submitted by partners and ensure alignment with partnership agreements and donor regulations.

     Conduct regular filed visit to partners offices.

    Partnership, Compliance Management and Donor Management

    • Monitors the budget for the implementing partners, activity plans and partnership agreements to ensure compliance with donor requirements; Analyses and gives feedback on partners’ spending vs. time (spending plan vs work plan).
    • Support effective review to partners’ financial reports and supporting documents to ensure compliance with the partnership agreement, donor regulations and Oxfam policy, providing feedback to partners as necessary and flagging any compliance and financial management issues to the Deputy Finance Manager.
    • Lead and Liaise with Deputy Finance Manager on the financial assessments for new/potential partners and to provide capacity building on how to develop partners’ financial management and financial systems.
    • Support existing and new partners to have effective financial management.
    • Ensure partners are complying with Oxfam and Donors’ procedures and requirements.
    • Check grant payment request ensuring compliance to agreed condition of payment.
    • Attend inception meetings, and regular partners’ meetings.
    • Provide partners by the relevant requirements and make sure they have the right information.
    • Liaise with the Deputy Finance Manager for an effective Partner financial management, assessment and monitoring of partners by ensuring financial compliance through audit check of finance reports from partner NGOs and provide written feedback to the management and partners.
    • Check expenses if they are reasonable and accurate.
    • Ensure high collaboration with Oxfam program staff by having a system of mutual sharing and review of partners reports and updates. Check PeopleSoft partners reports and reconciliations, submit to Deputy Finance Manager reconciled partner’s contracts.
    • Collaborate with stakeholders to minimize disallowances and ineligible costs through proactive monitoring and coaching.
    • Assists in project budget tracking; monitor budgets; explain and update partners of grant about budgetary/donors’ guidelines.
    • Update partners regularly on budgetary or donor guideline changes and assist them in budget tracking and forecasting.
    • Update the partner Matrix on a weekly basis and share it with the relevant team members.

     

    Leadership

    • Provide Technical advice for the Partnership Finance Assistant, training and perform regular checks to ensure payments and financial transactions are in line and comply with Oxfam’s policies, local regulations…
    • Supervise, mentor, and coach finance staff under your responsibility; ensure effective performance management and professional development.
    • Conduct inductions and training sessions for Oxfam staff and partner organizations on financial management and compliance, in coordination with the Deputy Finance Manager.

     

    Other responsibilities

    • Carry out any other tasks and responsibilities as agreed with the line manager and included in performance objectives.

    • Interprets and applies financial information in a variety of formats e.g. variance reports, donor specific report, management reports, etc.
