Multisectoral Program Manager

Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity. In close respect to humanitarian principles, PU-AMI promotes humanitarian access and dialogue with all components of the civil society in Lebanon, and delivers assistance based on the needs, regardless of religion, politics, and ethnic matters. Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises. PU-AMI in Lebanon has been implementing emergency and recovery projects in Health, Water, Sanitation, Hygiene, Shelter Rehabilitation and in Livelihood Recovery sectors.

 

Job Description:

Overall Objective

The Multi sectoral program Manager has overall responsibility for the management of the team of field staff implementing PUI’s projects in the Baalbek Hermel Governorate. This includes ensuring the timeliness, high quality and effectiveness of all activities, in accordance with the timeframe and procedures defined by the different donors.

Activities may expand to the Beqaa governorate in the future.

Tasks and responsibilities

  • Project planning, implementation and monitoring: Oversee and coordinate the implementation of the activities in the Baalbek Hermel governorate, including, but not limited to, the health and shelter activities, with the support of the technical coordinators. Programs can also include Protection and MHPSS.
  • Representation and coordination: represent PUI in the area of intervention, at coordination meetings and with external stakeholders.
  • Team management: participate in team members recruitment, follow-up and appraisals.
  • Strategy and development of new projects: Contribute to assessments and proposal writing, participate in strategy design for the BH governorate.

Specific objectives and linked activities

1.            Project planning, implementation and monitoring

- Strategic vision and supervision of the team in the area, in coordination with, and supervision of the Deputy Field Coordinator (DFC) and the technical supervision of the technical coordinators (Health, Shelter, Protection, MHPSS);

- Coordinate, plan and monitor the implementation and the quality of activities in line with donor proposals, strategies and requirements across relevant projects, in close collaboration with the technical coordinators. This includes activity follow-up, workplans, budgets, etc.

- Follow the logistics of the programs, including stocks, purchase requests and orders, procurement plans.

- Understand and comply with donor guidelines and procedures regarding implementation, reporting, procurement of goods and services, and stay informed on new official guidelines and procedures;

- Provide overall budget monitoring, financial management, and expenses control for the activities, including compliance with donor requirements;

- Lead regular field visits and ensure that best practices standards are met

- Work in close collaboration with the Health Department (Health Coordinator, Deputy Health Coordinator(s) Pharmacist Specialist, Community Health Specialist,  senior Medical Specialists) on the medical strategy for projects, the quality of activities (e.g. Instruments/tools to be use and developed), the technical choices to be made, and the reporting obligations and mechanisms;

- Report progress and challenges related to project implementation and suggest mitigation measures. This includes preparing bi-weekly situation report (SITREP) and monthly Activity Follow-up (AFU) and share it with the Deputy Field Coordinator and Technical coordinators

- Analyze and propose solutions of reallocation if needed, after receiving a monthly updated financial follow- up (FFU) from the Admin/Finance department;

- Participate in the report writing and lessons learnt workshops;

- Ensure data collection, management, and analysis is consistent, reliable, and aligned with donor requirements and organizational standards. Ensure regular data validation and reporting mechanisms are in place;

- Ensure that all project activities systematically integrate protection principles, gender equality, and inclusion approaches, including the collection and analysis of sex- and age-disaggregated data (SADD). Ensure accurate analysis and use of disaggregated data to inform new project strategies;

- Advocate for and integrate gender equality and inclusion considerations in coordination meetings and partnerships;

- Ensure that all assessments and proposals integrate gender equality, protection mainstreaming, and inclusive programming from the design stage.

2.            Representation and Coordination

- In coordination with the Deputy Field Coordinator and the Field Coordinator, represent PUI and coordinate in the project area with any relevant stakeholders, local, national and international partners, as well as local authorities, in order to facilitate the implementation of activities;

- Participate actively to the Working Groups at the regional level.

 

3.            Team Management

- Familiarize himself/herself with the Internal Rules and Procedures of PUI for the mission, and ensure that they are known and respected by the team;

- With the support of the Administrative and human resources Department, prepare/review job descriptions for members of the team;

- Participate actively in the hiring process for new staff (shortlisting, interviewing, testing, etc.), as well as in any decision related to the termination of employment contracts of any member of his/her team;

- Ensure each of the team members has a clear vision on targets and tasks to be performed to ensure the smooth development of program activities

- Ensure the respect and implementation of HR procedures in accordance with PU-AMI’s Policies and Guidelines (i.e. daily management, disciplinary procedures, performance appraisals, leaves management, trainings and capacity building, etc.) in collaboration with the Human Resources department and Field Coordinator;

 

4.            Strategy and development of new projects

- Contribute to needs assessment design and conduction, and suggest activities in line with the country strategy plan in coordination with the DFC and the Technical Coordinators;

- In the context of identifying new operations, and together with the DFC/FC, contribute to the preparation of project proposals and budgets;

- Participate in the strategy development of the base and the mission;

- Develop and strengthen relationships with stakeholders and partners in the area of intervention. Actively explore and identify potential partners in line with the localization strategy in coordination with the DFC and Grants team;

- Contribute to the development of accurate understanding of the Lebanese context and humanitarian situation (population at risk, needs, political context, and strategy of intervention, etc.)

5- Job Requirements:

Training: 

- Required: University degree in project management OR in Public Health management OR medical degree combined with NGO experience. 

- Desirable: Trainings on humanitarian project management and budget follow-up

Professional Experiences

- Required: At least 5 years experience in the humanitarian sector, including a minimum of 2 years in project management

At least 2 years experience in an NGO with main focus on Health projects

- Desirable: Previous experience in an international NGO is a plus

Previous experience in a Shelter/Wash NGO is a plus

Knowledge and Skills

- Required: Valid driving license (mandatory) , Good analytical and writing skills, Understanding of the project cycle , Good knowledge of the Lebanese context, Ability to work on diverse tasks, prioritize and delegate

- Desirable: Knowledge of the Lebanese Health system, Good knowledge of the area (Baalbek-Hermel)

Languages Fluent in English, Fluent in Arabic

Software 

- Required: Very good command of Microsoft Excel is mandatory , Good command of Outlook, teams, Word, Powerpoint

- Desirable: Previous experience on Phenics is an asset

PUI-AMI Employment Conditions and Benefits:

Status: A Fixed-Term Contract 

40-hour work week from Monday to Friday.

Location: Ras Baalbek Office

Travel Required: Baalbek Hermel governorate, and on monthly basis to Zahle 

Monthly Gross Income:  2685 USD based on PU-AMIs internal salary scale. PU-AMI deducts income tax and automatically registers employees to NSSF

Seniority Allowance of +2% monthly increase of your basic salary after 1st year of employment. Seniority allowance is gradual and grows of +2% every year.  

Insurance Medical Insurance class B for employee and spouse.
