Key Responsibilities
The Admin & Finance Officer will be responsible for the following:
To maintain, overview and ensure accurate recording on QB
To follow up and review of all bank accounts and bank statements
To be responsible of the petty cash in Lebanon and should pay all beneficiaries as needed and according to the Purchase/Services Orders (PO)
To be responsible for handling the payroll processes including preparing payroll schedules, tax deductions and benefits additions, to be submitted to the M.O.F within their deadlines as per the Lebanese law, on Quarterly and Yearly basis
To be responsible for preparing NSSF contributions, End of Service indemnities, and social benefits, to be submitted to the Social Security within their deadlines as per the Lebanese law, on Quarterly and Yearly basis
To prepare expenses reports for each program on quarterly basis
To prepare an overall Monthly Report on monthly basis to cover all the organisation programs and admin costs to be sent to the Financial Officer for approval
To work closely with the External Auditor and provide him with all needed documents to prepare the annual reports
To supervise employee schedules, leaves of absence, appointments, and dismissals
To monitor the inventory on regular basis
To supervise the renewal of insurance contracts
Participating in the development of the organization's annual budget
Participating in the design of financial policies, rules and regulations
Working to manage financial resources and follow up on commitments to the annual budget on a monthly basis
Supervising the application of sound financial procedures and periodic auditing of the institution's accounts and the Treasury
Drafting monthly and annual financial reports
Conducting periodic financial reviews to detect and solve problems
Supporting the budgeting and accounting team
Maintaining a healthy relationship and effective communication with donors, banks and entities with which the Financial Department deals
Working with the Senior Admin & Finance Officer to follow up on the annual financial report issued by the chartered accountant, in addition to tax returns
Working with the Senior Admin & Finance Officer to follow up on the implementation of the organization's yearly plan according to the set timeline set and in coordination with commitments to beneficiaries
Contributing to the design of systems which can measure the performance of employees and following up their implementation
Developing the organization's personnel affairs framework, reviewing employment contracts and internal regulations and ensuring they are accurate and up to date
Supervising the organization's legal affairs, ensuring compliance with the law, and issuing the necessary licenses and permits
Supervising the application of insurance policies for employees, including both the office and their various work sites
Assisting the programs team with beneficiary grant closure processes and related financial documentation

• Bachelor's degree in Business Administration, Accounting, Finance, or related field
Experience
• 3-5 years of experience in similar roles within civil society organizations or non-governmental organizations (NGOs)
Language Requirements
• Fluency in Arabic, French, and English (all three languages required)
Skills & Competencies
• Strong knowledge of QuickBooks and financial management systems
• Excellent understanding of Lebanese labor law and social security regulations
• Experience with payroll processing and tax compliance
• Strong analytical and problem-solving skills
• Excellent communication and interpersonal skills
• Attention to detail and accuracy in financial record-keeping
