Skoun, the Lebanese Addictions Center, is a Lebanese non-governmental, non-profit organization founded in 2003 to improve the national response to substance use. Skoun is a leading provider of harm reduction and substance use treatment programs, serving thousands of people and their families across Lebanon. Our mission is to provide accessible treatment, education, and protection for all people who use drugs. We are committed to reducing the harm caused by substance use and envision a Lebanon where addiction is treated as a public health issue.

Purpose of the Call

Skoun is seeking a reputable transportation company based in Lebanon to provide transportation services for its staff, outreach workers, and beneficiaries across various intervention areas.

Scope of Services

1. Transportation across various routes in Lebanon, including but not limited to:

Beirut ⇄ Bekaa

Bekaa ⇄ Mount Lebanon

Bekaa ⇄ South

Beirut ⇄ South

And all other regions in Lebanon, as needed

2. Vehicles must meet the following requirements:

Officially registered under the company’s name or formally affiliated

Fully insured

Well-maintained and clean

Functional heating and cooling systems

3. The supplier is expected to:

Sign a service contract with Skoun covering all transportation terms

Provide digital facilitation tools (e.g., mobile application, call center) to manage trip requests and tracking

Submit a monthly statement detailing each trip conducted, including dates and passenger names

Eligibility Criteria

Must have a valid Ministry of Finance (MOF) registration number

Companies without MOF registration will be automatically disqualified
