Field Enumerator

The proposed action aims at supporting crisis-affected women through short-to medium-term economic opportunities, strengthening their stabilization and early recovery from the crisis. Specifically, Al Majmoua will provide Cash for Training and Cash for Work opportunities to 133 women, providing short-term income generation in jobs that have the potential to recruit. In parallel, women led businesses will be equipped with enhanced technical, entrepreneurship and management capacities and will access capital to grow profitable and sustainable businesses in Lebanon. These businesses will be market oriented, scalable and facilitate job creation. The targeted 50 women led businesses (45 micro-enterprises supported by Al Majmoua and 5 SMEs and cooperatives supported by Acted) will receive a set of business development services and technical assistance to help them recovery from the crisis, grow sustainably and allow them to sustain jobs for women. In addition, the participants will be provided with access to finance by granting them cash grant as recovery support and opportunity to apply for interest and collateral free loans. SIDC will provide case management, cash assistance, and training to support crisis-affected women facing GBV risks. This includes tailored services for 25 survivors, protection training for 133 women, and emergency cash for those in urgent need. Additionally, SIDC will train the MSMEs/Coops on GBV prevention and conduct mobile outreach to 1,100 women, ensuring access to support and protection services and will distribute dignity kits or other NFIs kits to 1,000 women IDPs, hosting communities and populations returning from displacement. Al Majmoua will support existing women’s collectives, providing peer support, mentorship, and capacity-building on advocacy, leadership, and post-conflict resilience. Additionally, women-led community projects promoting social cohesion and peacebuilding will be supported through participatory workshops and funding opportunities, strengthening recovery efforts in post-conflict settings.

Duties and Responsibilities:

The Enumerator will support Al Majmoua in implementing the UN Women project through outreach, data collection, field monitoring, and endline evaluation. The enumerators will be responsible for the following:

  1. Assist in conducting the outreach activities for 240 applicants to support the selection of 133 eligible participants for the Cash for Training and Cash for Worker.
  2. Support in the data collection of the surveys for the 240 applicants (baseline data)
  3. Assist in identifying and referring eligible Cash for Work (CfW) participants, ensuring the inclusion of at least 5% persons with disabilities (PwDs) and other vulnerable women.
  4. Verify that all selected participants meet the project’s eligibility criteria.
  5. Conduct regular field visits to monitor and document project activities:
  • Cash for Training and Cash for Work Activities: On-site monitoring and completion of endline surveys.
  • MSMEs: Monitor and endline survey 50 MSMEs (45 microenterprises, 5 SMEs/cooperatives).
  • Community-led Projects (CLP): Monitor and endline survey for the CLP projects.
  1. Submit daily field agendas for coordination with the project supervisor.
  2. Use KOBO or paper forms to collect data, ensuring accuracy and confidentiality.
  3. Maintain updated records including beneficiary responses, attendance sheets, and monitoring observations.
  4. Submit daily or weekly progress reports on outreach, data collection, and monitoring.
  5. Report field challenges and provide recommendations for improvements.
  6. Attend coordination and debrief meetings when needed.
  7. Ensure to strictly follow Al Majmoua code of conduct, PSEA and child protection policy. Ensure data accuracy, confidentiality, and integrity during collection and recording.

Deliverable:

  1. Summary report on outreach efforts and field observations.
  2. Baseline and endline surveys conducted with all CfT/CfW participants, 50 MSMEs supported through training and grants and the stakeholders involved in the CLP activities.
  3. Daily/weekly visit agendas submitted in advance for coordination.
  4. Brief monitoring reports submitted after each field visit including, Site observations, Attendance verification.
  5. Accurate and complete survey data submitted via KOBO or in paper format, following the project’s protocols.
  6. Attendance sheets and other supporting documents submitted (including KOBO links if applicable).
  7. Final report summarizing all field activities, monitoring findings, lessons learned, and recommendations.
  8. Signed acknowledgment of adherence to Al Majmoua’s Code of Conduct, PSEA, child protection, and data confidentiality policies.
  9. All documentation submitted in compliance with project data protection and ethical standards.

Application Submission Guidelines

As submitting your technical proposal, please make sure to provide your updated CV and information about the following:

  1. Number of field days you can allocate monthly for field visits
  2. Duration of notice (how much time of notification you need in advance to prepare your schedule).
  3. Your confirmation that you have a car and can conduct visits in all clusters of implementation of the project.
  4. Your confirmation that you are fluent in Arabic since all field activities will be conducted and reported back in Arabic
  5. Your fiscal number if any.

 

Furthermore, please be informed about the following:

  1. The daily rate will be equal to USD 45
  2. The project will cover the cost of phone and internet
  3. The project will provide personal accident insurance for the enumerators
  4. In case the enumerator does not have a fiscal number, Al Majmoua will deduct the consultancy fees from the daily rate to settle the consultancy taxes to the Ministry of Finance.
