Context and general information

Since the beginning of the Syrian crisis, the German government through the Federal Foreign Office (FFO) and the Federal Ministry for Economic Cooperation and Development (BMZ) has assisted the crisis-affected Syrian people in the whole of Syria ranging from humanitarian assistance to resilience/ early recovery programming as well as stabilization efforts.
The Stabilisation Platform (SPF) supports the FFO’s engagement in crisis and conflict regions around the world. It provides relevant expertise for the planning, management and implementation of civil crisis prevention, stabilisation, and peacebuilding interventions. The Stabilisation Platform enhances the operational capabilities of the FFO with a view to delivery on its core tasks: preventing crises, resolving conflict and building peace. The SPF provides the FFO with specialized systems for monitoring and analysis of the local context of its projects, including projects’ non-intended consequences.

Due to the evolving situation in Syria, SPF is planning field missions to Damascus, Aleppo, Southern Syria and Idlib, among others. These missions allow the SPF staff to engage more effectively with local authorities and communities and to monitor the local contexts of projects.

Tasks to be performed by the contractor
The contractor shall support SPF in providing secure road transport for several missions during the contract period. This service includes transportation upon arrival and departure from Damascus Airport or from Beirut, as well as transportation within Damascus, to Aleppo, to Idlib, and potentially other areas in Syria.

Submission Guidelines:

Interested bidders are required to submit their complete offers in a sealed envelope delivered by hand to the following address:

Deadline for submission: Monday September 8th, 2025, at 14:00 pm Beirut Local Time

The outer sealed envelope must be clearly marked as “Confidential” and must only include the Tender Number: 83494346 and the Project Number: 20.9047.0-001.00

No other markings or company identification should appear on the envelope.

 

Structure of the Submission:
The outer sealed envelope must contain two separate sealed envelopes:

1- Envelope 1: Technical Offer
To be labeled as “Confidential – Technical Offer – Tender Number: 83494346 – Project Number: 20.9047.0-001.00 – Stabilization Platform”

The Technical Offer must include the following documents-Mandatory/Minimum Requirements for Bid to be Accepted:
a) Official Registration Documents (including commercial circular, MoF registration, and board members' details).
b) Company portfolio
c) Technical Concept highlighted all requirement clearly.
d) Personnel Concept: Resume for each driver, with the requested certificates including background checks and security vetting for all drivers and security personnel
e) Armored Vehicle specifications.
f) Copy of the company’s annual turnover for the past three (3) years.
g) Provide at least two reference projects showcasing prior experience working with foreign organizations and foreign employees in Syria. With a minimum project value is 30,000.00 USD.
h) Proof of operation capacity in Syria
i) Demonstrate the possession of redundant communication systems beyond GSM
j) Submit documentation proving ownership or access to a minimum of three operational vehicles
k) ICoCA certificate, and ISO certificates
l) Proof of annual turnover exceeding 500,000.00 USD for the last three financial years.
m) Average number of employees and managers for the past three calendar years: at least 10 employees.
n) The following annexes must be duly signed, dated, and stamped:
Annex 4 – General Terms and Conditions
Annex 5 – Code of Conduct for Contractors
Annex 6 – Self Declaration (must also be duly filled out)

2. Envelope 2: Financial Offer
To be labled as:“Confidential – Financial Offer – Tender Number: 83494346 – Project Number: 20.9047.0-001.00 – Stabilization Platform”

The Financial Offer must include:
Annex 1 – Financial Offer Template, fully filled out, signed, dated, and stamped.

The Financial Offer must be clear, written in English, and duly signed by the authorized company representative.

Failure to comply with the submission format, labelling, or documentation requirements may result in disqualification of the offer. Late submissions will not be considered.

Bids received after the specified deadline will be disqualified and will not be taken into consideration.

 

General Conditions

The Offers must be submitted in English Language.
The Offers must be signed, dated and stamped (Fill out Annex 1-Financial Offer Template)
Financial Offers must remain valid for at least four months from the submission date.
The Financial offer must be in USD only, including taxes.
Applicants will not be reimbursed for their submitted Offers.
The Contract currency is USD. The employer is not responsible for any currency fluctuation.
Payment will be made via bank transfer to the contractor’s local bank account (fresh money).

Additional conditions

If you did not receive any notification in writing within four weeks after the submission deadline, it means your offer has not been accepted. You will not receive a separate rejection notice.
Non-compliance with any requirements may result in the disqualification of your bid.
If the contractor is not registered with the Ministry of Finance and does not hold an income tax number, GIZ reserves the right to deduct 8.5% from the invoiced amount.
Only applications providing all required documents as per the Terms of Reference will be considered.
