Development of Safeguarding, PSEA and Code of Conduct Policies

Assi Development Association, is a Lebanese non profit organization operating in North Bekaa and based in Hermel, working in community development and environment protection.
We are seeking to strengthen our safeguarding framework and implement a code of conduct that prevents sexual exploitation, abuse and harassment (PSEAH). 
Creating clear policies is essential for protecting beneficiaries, staff and volunteers and for meeting donor requirements.

The consultant will:
• Review the organization’s existing practices and identify gaps related to safeguarding and PSEAH.
• Conduct a risk assessment and hold consultations with staff and community stakeholders.
• Draft a comprehensive safeguarding and PSEAH policy, including clear reporting, investigation and survivor support mechanisms.
• Develop a concise code of conduct that outlines acceptable and prohibited behaviors, with emphasis on zero tolerance for sexual exploitation and abuse.
• Produce simple implementation tools (e.g., checklists, reporting forms) and propose a rollout plan, including staff training and orientation.
• Provide final documents in Arabic and English.
Deliverables and Timeline
• Inception meeting and workplan (1 week after signing).
• Draft safeguarding & PSEA policy and code of conduct (within 3 weeks).
• Final policy package with implementation tools, feedback incorporated (within 5 weeks).
• Short final report summarizing methodology and recommendations.
Desired Profile
• Proven experience (5+ years) developing safeguarding and PSEAH policies for NGOs.
• Knowledge of Lebanese legislative context and best practices in humanitarian safeguarding.
• Excellent writing skills in Arabic and English and ability to deliver training/briefings.
