Salary range:

1,367 USD – 1,686 USD NET

Job description:

Under DG-ECHO funds, through a Cash for Lebanon's Emergencies and Recovery approach, the project aims to alleviate the socio-economic vulnerability of Lebanese households affected by the ongoing crises. The intervention focuses on delivering Multi-Purpose Cash Assistance (MPCA) and enhancing contextual understanding of Lebanon’s evolving needs, particularly in underserved areas.

The project will leverage the flexibility of cash programming to address the needs of different population groups. It will also include a Crisis Modifier mechanism to respond rapidly to sudden-onset emergencies such as armed conflict, epidemics, or natural disasters

Within this framework, WeWorld seeks to recruit Project Officers to implement the 8-month project.

Under the direct supervision of the Project Coordinator, the Project Officer will be responsible for the successful implementation of WeWorld’s project component. The thematic focus of the position is Humanitarian Response, Cash Assistance, Basic Assistance, and Emergency Response.

Coordination, Implementation, and Monitoring:

  • Support the planning and execution of Multi-Purpose Cash Assistance (MPCA) activities in line with project objectives and timelines.
  • Conduct regular field visits to monitor distributions and disbursement, assess community feedback, and ensure accountability to affected populations.
  • Conducting data collection, Validation Assessments (VA), Rapid Needs Assessments (RNA), Focus Group Discussions (FGDs), Key Informants Interviews (KII), and community consultations relevant to the successful implementation of the project and supporting studies of new proposals;
  • Assist in the setup and implementation of cash assistance distribution and disbursement to targeted households, including market assessments and monitoring of service providers, in coordination with MEAL, Logistics, and Finance teams.
  • Contribute to the implementation of Cash, WASH, Food, Basic Assistance, and Emergency Response activities under the Crisis Modifier, in coordination with relevant departments

Compliance and Accountability

  • Ensure adherence to SOPs, organizational policies, donor regulations, and protection principles related to cash assistance and emergency response.
  • Support the integration and promotion of Accountability to Affected Populations (AAP), including Feedback, Complaint and Response Mechanisms (FCRM).

Communication and Reporting:

  • Support the Project Manager and Coordinator in community engagement efforts, including consultation with beneficiaries, local authorities, key informants, and stakeholders.
  • Support the development and use of tools and materials for project implementation and monitoring.
  • Support in facilitation and ensure the respect of donors’ and partners’ visibility guidelines in all external communication tools;
  • Support the PM and PC in redacting/editing official letters/documents to local stakeholders and partners;
  • Prepare regularly and timely reports, including accurate information and ensuring confidentiality of sensitive information, and prepare other reports foreseen in the contractual agreement;
  • Facilitate the collection of media material and the production and dissemination of communication tools;

Other tasks:

  • Perform additional duties as requested by the Project Coordinator and respond to information needs from the Project Manager.

ESSENTIAL REQUIREMENTS:

Qualifications and Knowledge:

  • A university degree or equivalent in the field of Social Science, Economics, Engineering, Project Management, or similar.
  • Fluent in written and spoken English and Arabic

Professional experience:

  • Minimum 3 years of similar experience, preferably on CVA and Emergency projects;
  • Experience and knowledge of the project cycle and project monitoring tools;
  • Proven experience in the implementation of Cash and Voucher (distributions and disbursements), Basic Assistance, Emergency Response activities, management of distribution and monitoring services providers;
  • Previous working experience in CVA, Emergency and Crises Management projects in rural and conservative contexts, and in-depth understanding of local social and political context, especially in Akkar region;
  • Previous work experience with international NGOs.

Skills and Abilities:

  • Good communication skills, in written and spoken, adapted to different levels;
  • Ability to identify, initiate, and maintain good relationships with local communities and authorities;
  • Proven organizational skills and ability to effectively manage tasks and perform under stressful conditions;
  • Capacity to work autonomously and in problem prevention/resolution;
  • Integrity in line with the NGO values and ethical standards;
  • Cultural, gender, religion, and age sensitivity and adaptability;
  • Strong commitment to the humanitarian principles, FCRMs, and AAP way of working.

DESIRABLE REQUIREMENTS:

Previous experience in North Lebanon, especially the Akkar region.
