Video Campaign Consultant

Oxfam, in partnership with Right to Play, SHiFT and ALEF, is implementing a European Union-funded project titled “Working for Engagement, Acceptance and Mediation: A Community-based Approach to Social Cohesion in Lebanon – WE’AM.” The project is being implemented between March 2023 and February 2026 in Lebanon. WE’AM aims to leverage experiences and complementarities to build consensus and stimulate lasting social cohesion initiatives in Lebanon following three working streams: addressing drivers of tensions at the community level; disseminating gender-responsive conflict prevention and resolution tools and methods; mainstreaming community-level social cohesion into programming.

The partners operate in a total of 12 geographical localities, as per the following:

Oxfam in Lebanon is seeking to contract a consultant who can create and execute an online campaign under WE’AM. The consultant will design, produce, and present an engaging and original video-based digital campaign — preferably a short web series or video content series — that connects with online audiences, amplifies community voices, and sparks critical conversation and reflection. The theme of the campaign should fall under the following topic: Women and Conflict Dynamics; the Effects of Conflict on Women, and Their Role in Reducing Social Tension.
The video campaign supports the Consortium’s work in advancing social cohesion, and more precisely, the positive role of women leaders and community members within this dynamic. Oxfam
is seeking a qualified and experienced consultant, with proven experience in creating video campaigns and implementing them. 4 videos/episodes should be created, based on the concept that will be developed in coordination with the Oxfam team and in line with the existing communications plan developed under the project.
The ideal consultant will have:

A strong and recognizable presence as a content creator, performer, or public figure, with a proven ability to engage and influence diverse audiences online

Demonstrated experience producing creative video content or web series with a compelling narrative, with a focus on stories of, and the points of view of, women – especially in the context of conflict and socio-economic hardships

Excellent Arabic scriptwriting and storytelling skills

The ability to bring critical social issues to life in accessible, relatable, and thought-provoking ways

A deep understanding of feminist communication, social justice values, and the Lebanese context

Proven capacity to manage small-scale video production (from concept to post-production)

Previous collaboration with NGOs or advocacy organizations is an asset

High online engagement rate is an asset
The consultant will:
•Develop the creative concept and script for a video-based online campaign (e.g., short web series, episodic content, or standalone video capsules).
•Lead on scriptwriting, directing, casting (if needed), and on-screen storytelling with the support of a production partner/agency if needed.
•Oversee video production (filming and editing), with support from a production partner if needed.
•Collaborate closely with Oxfam’s communications team and WEAM project manager for sign-off on messaging and branding.
•Collaborate closely with Oxfam’s Project Manager to reflect on the main findings collected to date from the different project activities, and incorporate them into the design and execution of the campaign
•Deliver videos optimized for digital platforms (Instagram, TikTok, YouTube) to keep in mind that the series would need: Teasers, thumbnails, vertical formats for social media, full length episode.
•Support Oxfam with rollout strategy and audience engagement plan.
•Collaborate with Oxfam for high reach on social media
Oxfam in Lebanon will:
•Provide support in identifying people/entities to participate in the content to be produced, when possible, especially if Oxfam decided to include participants from the project.
•Support in developing and approving the concept note, script, and key messages.
•Provide several rounds of feedback and approve the final video/s, photos, and subtitles.
•Provide partner, donor, and project logos (as part of Oxfam and donor's guidelines) and branding requirements (color, font, etc.)
•Approve the action plan and timeline.
•Provide a template for Eng/Ar video transcript with time codes to be filled by the consultant.
•Make sure consent is taken if filming beneficiaries was required.

The financial offer should consider all the expenses associated with the conceptualization of the whole campaign, the production and postproduction of all videos including storyline, full editing, Arabic translation and all other deliverables within each video package (thumbnail, preview, teaser, vertical version for social media).
•A technical proposal on what can be done within the series/campaign explaining number of episodes, and content formats, including a general creative proposal explaining the campaign.
