MHPSS Consultant

Mental Health and Psychosocial Support (MHPSS) Consultant – OUS Appeal Project: Under the OUS Appeal project, Oxfam is seeking an experienced Mental Health and Psychosocial Support (MHPSS) consultant to support the design, implementation, and evaluation of MHPSS interventions targeting war-affected populations in South Lebanon. The consultant will contribute to strengthening the emotional wellbeing and coping capacities of individuals and communities by guiding evidence-based, culturally appropriate, and community-driven psychosocial programming.
The consultancy will align with and complement broader project activities under the WASH, Protection, and Cash-for-Work components. Specifically, the MHPSS consultant will provide technical expertise to ensure the quality and relevance of psychosocial support interventions, including capacity-building of local actors, development of context-sensitive tools and approaches, and integration of MHPSS within existing Community-Based Protection (CBP) structures.

•A budget, including the rate per day, as well as all the estimated costs including, communication and transportation.
•Minimum of three references of similar activities implemented, preferably INGO or local NGO experiences.
•Registration and official government documents, if applicable. Noting that8.5% will be deducted from the total amount if not registered.
•Banking details.

These project tasks should be led by a consultancy group, an organization, or an individual with:

Advanced degree (master’s preferred) in clinical or counselling psychology, social work, public health, or a related field. Equivalent experience in humanitarian MHPSS programming may be considered.

Minimum 5 years of professional experience in designing and implementing Mental Health and Psychosocial Support (MHPSS) interventions in emergency or humanitarian settings, with a demonstrated understanding of IASC standards.
Terms of reference 5
▪Proven experience in developing technical guidance materials, toolkits, SOPs, or similar strategic documents for MHPSS or protection-related programming.
▪Demonstrated ability to conduct community consultations, apply participatory methods, and adapt tools to culturally and contextually relevant settings.
▪Solid knowledge of inter-agency coordination mechanisms and global frameworks such as the IASC MHPSS Guidelines.
▪Experience delivering training, orientation, or coaching on MHPSS content to humanitarian actors, front-line workers, or community facilitators.
▪Familiarity with gender, age, and diversity (AGD) considerations, power dynamics, and protection risks in refugee and displacement contexts.
▪Ability to produce high-quality written materials in English, including technical documents, training tools, and reports. Arabic language skills are strongly preferred.
▪Excellent interpersonal, facilitation, and communication skills with the ability to work effectively across cultures and collaboratively with Oxfam teams, partners, and affected communities.
▪Strong organizational, time management, and independent working skills; able to meet deadlines under pressure while maintaining attention to detail.
▪Commitment to do no harm, ethical data use, and compliance with data protection and safeguarding standards.
