About Médecins du Monde (MdM)

Médecins du Monde (MdM) is an international humanitarian organization that provides medical care to the most vulnerable populations affected by war, natural disasters, disease, famine, poverty, and exclusion—those without access to health care and those the world is gradually forgetting.

MdM has been present in Lebanon for over 30 years, initially responding to the civil war in the 1980s, then to the Syrian crisis since 2011, and more recently to the country’s political and economic crises, COVID-19 pandemic, and Beirut Port explosion. Officially registered in Lebanon since 2008, MdM’s work focuses on Primary Health Care (PHC) and Mental Health and Psycho-Social Support (MHPSS), integrating Gender Mainstreaming, Gender-Based Violence (GBV) prevention and response, and Sexual and Reproductive Health and Rights (SRHR).

Project Background – WILADA

The project “Women and Adolescent Girls with Improved Access to Lifesaving Quality and Affordable SRHR Services, Adapted to Persons with Disabilities and Conflict-Affected Population in Beirut” (WILADA) is funded by DG ECHO and implemented in consortium with Handicap International (HI).

The project aims to reduce maternal and infant mortality by improving access, quality, and inclusivity of SRHR services for vulnerable women and adolescent girls—including those with disabilities—while integrating GBV and MHPSS services. Targeting 8,869 direct beneficiaries (including 1,112 persons with disabilities), the project operates in Greater Beirut, leveraging MdM’s presence and partnerships with Rafik Hariri University Hospital (RHUH), Palestinian Women Humanitarian Organization (PWHO), and Mousawat Association.

Objective of the Consultancy

MdM seeks an independent external evaluator or consultancy firm to conduct a final evaluation of the WILADA project.

The evaluation will:
- Assess the relevance, coherence, effectiveness, efficiency, sustainability, and impact of project interventions.
- Review the inclusivity of SRHR services, especially for persons with disabilities.
- Evaluate the collaboration and coordination between MdM, HI, and other stakeholders.
- Identify lessons learned, good practices, and recommendations for future programming.

The evaluation will follow OECD-DAC evaluation criteria and cover the period from April 2024 – October 2025.

Scope & Methodology

The evaluation will combine quantitative and qualitative methods, including:
- Desk review of project documents, reports, and monitoring data.
- Field visits to PHCCs, RHUH, and partner facilities.
- Key informant interviews (MdM, HI, partners, Ministry of Public Health, UN agencies).
- Focus group discussions with beneficiaries, including women and girls with disabilities.

Data triangulation and participatory approaches will be essential to ensure validity, credibility, and inclusivity.

Expected Deliverables

1. Inception Report – Detailing methodology, tools, evaluation matrix, and work plan.
2. Desk Review & Field Data Collection – Beirut and project sites.
3. Draft Evaluation Report – Findings, analysis, and preliminary recommendations.
4. Validation Workshop – Presentation of initial results to MdM, HI, and stakeholders.
5. Final Evaluation Report – Max. 10 pages (excluding annexes) in English, with executive summary, methodology, findings, conclusions, and recommendations.
6. Presentation of Key Findings – PowerPoint summary for internal use.
7. Raw Data – From interviews, FGDs, and surveys.

Profile of the Consultant / Consultancy Team

Required:
- Proven experience in external evaluations in humanitarian/development contexts.
- Strong expertise in SRHR, GBV, MHPSS, and disability inclusion.
- Advanced degree in public health, social sciences, international development, or related field.
- Mastery of qualitative and quantitative evaluation methods.
- Experience in Lebanon or MENA region.
- Excellent analytical, writing, and presentation skills in English.

Desired:
- Arabic language skills.
- Previous work with NGOs and familiarity with MdM.
- Experience in emergency health program evaluations.
