Framework Agreement for Supply of Poultry (Raw Chicken Breast)

The Alawite Islamic Charity Association (AICA) invites qualified and registered suppliers to participate in an Open Tender for the conclusion of a Framework Agreement for the supply of poultry (Raw Chicken Breast) in support of AICA’s humanitarian food assistance programs in North Lebanon.
Scope of Supply
Goods: Raw Chicken Breast, 4,500 kg, as specified in the Tender Dossier (Annex I – Technical Specifications).
Framework Agreement Duration: 4 months (01 Sep 2025 – 31 Dec 2025).
Delivery Location: House of Wisdom Community Kitchen (HOWCK), Jabal Mohsen, Tripoli – Lebanon .
Quantities: Indicative and non-binding; AICA is not obliged to purchase the full estimated volume.
Submission Procedure
All bids must be submitted electronically via AICA’s Odoo ERP Tender Portal:

Suppliers must apply through the portal and upload:
Technical Proposal (Annex I, Annex III, Annex IV, Annex V, signed Code of Conduct).
Financial Proposal (Annex II) – unit price per kg & total, valid for 120 days.
Submission Format: Two compiled PDF files must be uploaded:
File 1: Technical Proposal Package (Annex I, Annex III, Annex IV, Annex V, Code of Conduct, supporting docs).
File 2: Financial Proposal (Annex II only).

Deadline for Submission: 26 August 2025 at 11:55 PM Beirut time
Delivery Date: 30 August 2025
Opening & Evaluation: Immediately after deadline by AICA Tender Evaluation Committee (Joury) via ERP system.
Contract Notification: Within 2 working days after evaluation.

Technical compliance & quality: 40%
Delivery lead time: 20%
Past experience: 20%
Price competitiveness: 20%
Bids failing technical compliance will be rejected regardless of price.
Important Notes
This announcement does not constitute a contract. Signing of the Framework Agreement will follow evaluation and award.
AICA reserves the right to split awards, reduce/cancel quantities, or reject all offers.
All submissions are governed by the AICA Interim Tender Policy – 2025 Update (ERP-only submission, confidentiality, audit logs).
