YAD LABOR & ESMP MONITORING OFFICER -12-days-a-month-192-days-in-total-over-16-months

The main objective of the assignment is to facilitate, coordinate and monitor the ESMP plan in C4W sites focusing on Social Safeguard Measures, environmental monitoring and Labor conditions monitoring of multiple projects supported by the Youth with partners and employers. The LMO/ ESMP consultant will be present on the assigned project site(s) on a weekly basis.

The LMO/ESMP will undertake the assignment in close collaboration with UNICEF field offices, Municipalities, consultants, partners, employers and the UNICEF Beirut team. The LMO/ESMP will report weekly to the Chief of Adolescent and Youth Programme and to the Learning to Earning team (through WhatsApp group established for this purpose).

Key outputs include weekly labour inspection reports that must be submitted to UNICEF at the end of each week and monthly updates on implementation of the ESMP and Social Safeguards Framework to be submitted at the end of each month.

Particular activities include, but are not limited to

·         Establish cooperative relationships with and facilitate communication between youth programme partners, employers and youth in order to facilitate community involvement in the projects, mitigate conflicts and to ensuring an efficient and effective implementation of the project activities.

·         Assist in the implementation of the ESMP and Social Safeguards Framework to assist communities bordering the worksite to participate in the activities.

·         Facilitate meetings when requested, collect requested employment data and information and support UNICEF with monitoring activities. Employment data must be recorded on a daily basis as per the labor intensive human resources and C4W procedures and templates.

·         Support the monitoring of the implementation of Decent Work interventions, code of conduct roll out, PSEA and support capacity building for the relevant employers and partners according to these principles

·         Organize awareness-raising and training activities relating to social safeguards and ensure social safeguards measures are put into practice throughout the program.

·         Monitor work conditions on the projects’ sites, ensuring adherence to the code of Conduct, PSEA and Decent Work principles, etc.

·         Identify issues, blockages, misunderstandings or other possible misgivings occurring in the C4W sites related components of the project and provide suggestions for corrective action.

·         Support UNICEF in promoting women’s involvement and protection in the workplace. The LMO/ESMP shall also be sensitized on the various GBV/PSEA themes and shall monitor the safety of the work sites from a protection aspect. The LMO/ESMP shall refer any complaint to the specialized focal points at UNICEF keeping in mind the confidentiality component of the case.

·         Maintain good communication channel with all stakeholders and report incidents in a timely manner.

·         Make sure all reports are submitted on time as per agreed schedule.

·         Upon request from the chief of section, support the coordination of stakeholders involved in the programme, including preparation of meetings, and liaison with other International Organizations.

Experience: Minimum of two years of work experience in conducting focus groups for NGOs & UN agencies, M&E tool design and implementation, data collection, qualitative and quantitative data gathering, including collaboration with UNICEF and in facilitation of moderation, interviewing and monitoring; in addition to in-depth interviews
