Mercy Corps has been present in the Middle East since the 1980s and currently works in Yemen, Lebanon, Palestine, Jordan, Syria, and Iraq. Working in Lebanon since 1993, Mercy Corps is committed to generating positive opportunities for women, men, boys and girls from Lebanese, Syrian, and Palestinian communities, with a strong focus on engaging youth.  Mercy Corps exists to alleviate suffering, poverty and oppression by helping build secure, productive and just communities. Our programs in Lebanon focus on Economic Growth, Governance and Social Cohesion, and Humanitarian Response. The Mercy Corps Lebanon team consists of over 50 staff working across two offices throughout Beirut and the Bekaa Valley. Mercy Corps Lebanon’s humanitarian portfolio centers on cash assistance, building on its global expertise.

 

Under the ECHO-funded CLEAR – Cash for Lebanon’s Emergencies And Recovery project, Mercy Corps, in partnership with WeWorld and local actors, provides multi-purpose cash transfers to vulnerable Lebanese households affected by multiple crises and not served by other cash actors, enabling them to meet their essential needs. CLEAR targets underserved areas in Baalbek El-Hermel, Akkar, and El Nabatieh, using vulnerability-based and categorical targeting criteria. The program adopts a Cash Plus approach, linking cash assistance to referrals for livelihoods, protection, and social safety nets, and incorporates strong accountability, gender, age, and disability considerations. Activities include emergency cash assistance for conflict-affected households, cash-for-food for food-insecure households, coordination and evidence-sharing through the Lebanon Crisis Analytics Team (LCAT), and a crisis modifier mechanism to respond rapidly to sudden-onset emergencies.

 

The Position

The Cash Officer assists the Field Coordinator in the daily running of the household resource management of the project. The position will be responsible for targeting basic needs of vulnerable HHs through multipurpose cash assistance in Baalbek El-Hermel and South.

 

Essential Responsibilities

Under the direct supervision of Mercy Corps Lebanon’s Humanitarian Project Manager and Cash Coordinator and working closely with the CLEAR MEL and CARM team, the Cash Officer will be providing efficient and effective support the CLEAR program, including:

  • Support the Field Coordinator in planning and implementing Cash activities ensuring they are completed within the given timeline.
  • Work with and provide timely technical support to the Mercy Corps’ implementing partners; maintain respectful and constructive relations with partner staff
  • Conduct the multipurpose cash assessment while coordinating with partners and daily data collectors 
  • Contact and coordinate with program’s participant to ensure proper information are reached to participants
  • Develop and maintain good relationships and lines of communication with relevant local authorities and Municipalities
  • Oversee and ensures the smooth coordination of all logistical arrangements managed by the partner for daily data collectors, including verifying trip ticket arrangements, transportation, and the implementation of a comprehensive schedule to support efficient data collection activities.
  • Ensure that the weekly/monthly work plan is respected in the field.
  • Ensure that the beneficiary complaint process is implemented.
  • Assist the Field Coordinator in tools preparation and translation
  • Assist the M&E team in organizing the data collection visits 
  • Conduct field visits to HHs
  • Implement effective measures to identify and eliminate data duplication in Excel spreadsheets, ensuring data integrity and accuracy.

 

Reporting

  • Preparing weekly and monthly reports on outreach and assessments in coordination with local partners
  • Assist the Field Coordinator in preparing the reconciliation report, following up with unpaid participants, and documenting any identified issues.
  • Contribute to donor reporting by providing accurate data and narrative updates on cash activities, in line with ECHO reporting requirements.

 

Other

In addition to the above, the Cash Officer may be asked to:

  • Support the CARM and accountability officer in referrals
  • Ensure all activities are gender sensitive and follow Mercy Corps’ Gender Equity Policy
  • Apply Do No Harm standards to ensure activities do not have detrimental effects on vulnerable communities
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission

Accountability

Reports Directly To: Field Coordinator and Project Manager

Works Directly With: Field Coordinator, Humanitarian Program Manager, Accountability officer, Field Staff, MEL Coordinator, MEL Officer and other programs.

 

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

 

Minimum Qualification & Transferable Skills

  • Degree in Economics, Finance, International Relations, Development studies or similar field
  • Minimum 3 years of experience in development/humanitarian work of which 2 years in implementing cash transfer programs (across sectors)
  • Ability to work effectively with an ethnically diverse team in a sensitive environment
  • Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties
  • Demonstrable knowledge of key areas of programme operations, logistics and grant management relevant to delivering quality cash programming
  • Flexibility and willingness to change work practices and hours, and capability to work in insecure environment
  • Fluency in written and spoken English and Arabic
  • Computer skills
  • Commitment to and understanding of Mercy Corps aims, values and principles.
 

Success Factors

The successful Cash Officer will be bright, energetic, hard-working, and eager to learn. S/he will take a deep personal interest in humanitarian and development assistance. S/he will be attentive to detail and able to carry out assigned tasks in a timely manner and according to a very high standard of quality. S/he will be creative and flexible, contributing to developing and encouraging new and innovative solutions, but at the same time will not have any difficulty in adhering to systems and procedures. S/he will strictly follow all protocols related to safety and security, and holds self-accountable for making decisions, managing resources efficiently, achieving and role modeling Mercy Corps’ values.

 

Living Conditions / Environmental Conditions

The position is based in Nabatiyeh and it requires up to 40% travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited.  Housing for this role is in individual housing and staff will have access to good medical services and the living situation is of a high standard.
