Oxfam is seeking a professional videographer/photographer to document the ENABLE Programme’s Batch 2 implementation in South Lebanon through high-quality photography and videography. The consultant will be responsible for capturing key project moments, producing one comprehensive promotional video and one testimonial video to be showcased at the final visibility event, as well as providing a collection of photos from major project milestones.

- BACKGROUND AND CONTEXT
The ENABLE Programme, funded by the ILO, aims to strengthen the economic capacity of vulnerable microenterprises in South Lebanon, with a focus on women, refugees, and persons with disabilities. Batch 2 of the programme includes outreach, capacity building through Improve Your Business (IYB) and Financial Education trainings, business plan development, pitching competitions, in-kind grant provision, and tailored coaching.
As part of the programme’s communication and visibility strategy, Oxfam will produce visual content to showcase achievements, milestones, and human-centered impact stories. This includes one promotional video highlighting the journey of the beneficiaries and one testimonial video featuring voices from participants, ILO/EU representatives, trainers, and stakeholders.
- SPECIFICATION OF GOODS OR SERVICES OR WORK REQUIRED
The consultant to work on the following:
- Photography:
- Capture high-quality images during all major project activities, including trainings, pitching competitions, coaching sessions, and the final event.
- Deliver both raw and edited photos.
- Videography:
- Film key project moments throughout the implementation period.
- Produce:
a) One promotional video (approx. 3–5 minutes) summarizing the journey of selected entrepreneurs, from training to business growth
b) One testimonial video (approx. 2–3 minutes) featuring interviews with participants, ILO/EU representatives, trainers, and Oxfam staff
- Editing and Production:
- Edit footage in line with Oxfam and ILO branding and visibility guidelines.
- Include subtitles in English and Arabic.
- Incorporate infographics, logos, and key messages as per branding requirements.
- Provide vertical size of each video for social media use.
- Coordination:
- Work closely with Oxfam’s communication team to align on messaging, storytelling approach, and visual style.
- Oxfam will provide event dates, interview participants, consent forms, branding guidelines, and ethical content guidelines.
If the supplier wishes to propose modifications to the specification (which may provide a better way to achieve Oxfam’s objectives) these must be considered as an alternative offer. The Supplier must make alternative offers in a separate letter to accompany the offer. OXFAM is under no obligation to accept alternative offers.
- METHODOLOGY
The key steps to be followed though not explicit and the detailed modality and work plan will be agreed during consultation meeting include:
- Attend key project events and activities as per an agreed shooting schedule.
- Use a mix of static and dynamic shots for engaging visual storytelling.
- Conduct brief interviews in various settings to capture authentic experiences.
- Review and approve storyboards/scripts with Oxfam before final editing
- EXPERIENCE OR PROFILE REQUIREMENTS
Essential:
- Proven experience in professional videography and photography, especially in humanitarian or development settings.
- Ability to produce high-quality short documentaries/testimonials.
- Experience with NGOs and donor branding guidelines.
- Fluency in Arabic and working knowledge of English.
Desired:
- Knowledge of South Lebanon’s socio-economic context.
- Experience producing content for social media campaigns.
