1. Background
Amel Association is committed to enhancing the impact, effectiveness, and accountability of its programs through robust monitoring, evaluation, accountability, and learning systems. The MEAL Department plays a central role in ensuring evidence-based and continuous learning across all sectors and programs.
2. Purpose of the Position
The Coordinator of the MEAL Department will lead the design, implementation, and management of Amel’s MEAL framework. The role ensures that all projects and programs are equipped with appropriate tools and systems to measure performance, demonstrate impact, strengthen accountability, and foster a culture of learning and improvement.
3. Key Responsibilities
a) Strategic Leadership & Department Development
- Develop and lead the MEAL strategy for Amel Association aligned with the organization's vision and strategic plan.
- Establish a clear departmental structure, objectives, and key performance indicators (KPIs).
- Build MEAL capacity across the organization through staff training and guidance.
b) Monitoring and Evaluation
- Unify and oversee the development of M&E plans, log frames, indicators, and data collection tools for all projects.
- Ensure that monitoring systems are in place and functioning to track program progress and effectiveness.
- Lead the analysis and interpretation of data to inform strategic decisions and program improvements.
c) Accountability
- Promote the use of participatory and inclusive accountability mechanisms with communities.
- Ensure the presence of complaint mechanism is in all operational locations and in its appropriate use.
d) Learning
- Coordinate periodic learning reviews and after-action reviews to support organizational learning.
- Facilitate knowledge sharing and documentation of best practices, case studies, and lessons learned.
- Integrate findings from evaluations and assessments into program development and decision-making processes.
e) Evaluation & Reporting
- Oversee internal and external evaluations and ensure that evaluation reports are high quality, objective, and actionable.
- Ensure timely submission of quality MEAL reports to donors, partners, and senior management.
f) Collaboration & Representation
- Act as the focal point for MEAL-related interactions with partners, donors, and networks.
- Collaborate closely with program and teams to integrate MEAL at all levels of project design and implementation.
g) Staff Management
- Follow up on reporting and coordinate with the team members
4. Required Qualifications and Experience
- Master’s degree in International Development, Social Sciences, Statistics, Public Health, or a related field.
- 5 to 7 years of progressive experience in MEAL, including 3 years in a leadership role.
- Strong knowledge of quantitative and qualitative evaluation methods.
- Proven experience in leading and managing MEAL systems for humanitarian or development projects.
- Proficiency in data analysis software (e.g., Excel, SPSS, Kobo, Power BI, etc.).
- Excellent communication, team leadership, and training skills.
- Fluency in Arabic and English (spoken and written); French is an asset.
