About Rahma:

Association des Jeunes Islamiques (ADJI) is a leading non-profit rehabilitation center in Lebanon. Established in 1997, the organization is dedicated to providing high-quality, patient-centered rehabilitation service including physical therapy, occupational therapy, speech therapy, and psychosocial support to vulnerable individuals such as persons with disabilities (PwDs), children with disabilities (CwDs), and the elderly.
In addition to its rehabilitation programs, ADJI operates Rahma Primary Health Care Center (PHCC) an integrated facility within the national primary health care network and licensed by the Ministry of Public Health  offering comprehensive and inclusive healthcare services to underserved communities in North Lebanon.

As part of its commitment to integrity and ethical conduct, ADJI enforces a zero-tolerance policy on Sexual Exploitation and Abuse (SEA) and requires all staff to adhere to the Protection from Sexual Exploitation and Abuse (PSEA) Code of Conduct.

About the Project:

Rahma PHCC is implementing a 12-month, community-based health and nutrition project funded by the Lebanon Humanitarian Fund (OCHA/CBPF). The project targets 7,000 vulnerable individuals in Tripoli and North Lebanon, focusing on underserved neighborhoods such as Jabal Mohsen and Abi Samra. The intervention provides inclusive, life-saving primary health services, including mental health, SRH, immunization, and nutrition, through a multidisciplinary and community-driven approach.

About the Position:
The Procurement Officer will support all procurement activities related to the OCHA/CBPF-funded health and nutrition project. The role ensures that procurement processes are efficient, transparent, and in full compliance with donor and organizational policies.
 

Key Responsibilities:
- Coordinate all procurement needs for the project in collaboration with program and logistics staff.
- Ensure timely and cost-effective procurement of goods and services in line with donor and internal procurement guidelines.

- Prepare requests for quotations (RFQs), analyze bids, and process purchase orders.
- Maintain a database of suppliers and service providers.
- Track orders, monitor deliveries, and ensure proper documentation.
- Ensure accurate record-keeping and archiving of all procurement-related documents.
- Participate in procurement committee meetings as required.
- Prepare procurement reports and updates for internal and external stakeholders.
- Ensure adherence to ethical purchasing practices and avoidance of conflicts of interest.

Eligibility Criteria / Qualifications
- Bachelor’s degree in Business Administration, Logistics, Supply Chain Management, or a related field.
- Minimum of 2–3 years of proven experience in procurement, preferably in NGOs or health-related projects.
- Familiarity with donor procurement guidelines, particularly OCHA/CBPF, is a strong asset.
- Strong organizational and time management skills.
- Excellent communication and negotiation skills.
- Fluency in Arabic; proficiency in English (written and spoken) is required.
- Strong computer skills (MS Office, especially Excel).
