1.    Entity Background 
About Transparency International - Lebanon (TI-LB):
Transparency International Lebanon (TI-LB) is Lebanon’s leading advocate for transparency, accountability, and good governance. Since 1999, TI-LB has been on the front lines of the fight against corruption, working to strengthen institutional integrity across Lebanon’s public and private sectors. As the national chapter of Transparency International, we believe in more than just envisioning a corruption-free society—we are actively making it happen by driving change, empowering citizens, and holding institutions accountable. 

With a people-centered approach, TI-LB tackles corruption from multiple angles, guided by a robust Impact Matrix that emphasizes three core areas: Policy & Institutional Change, Behavior Change, and Awareness & Outreach. We operate as a guiding thread and conveying channel between international organizations, civil society, and citizens, creating a chain of dialogue and collaboration that promotes a participative approach to anti-corruption efforts. This continuous exchange of information fosters transparency ensures well-informed communities, and bridges gaps between global standards and local needs. 

To achieve meaningful, lasting change, TI-LB builds robust, long-term partnerships with a network of dedicated national, local, and international organizations working across Lebanon. These partnerships enhance our strategic reach, propelling TI-LB to deliver anti-corruption initiatives that are both globally aligned and locally impactful. By combining international standards with deep community engagement, we ensure that our programs not only meet global benchmarks but are also highly responsive to Lebanon’s unique governance challenges and diverse community needs.

2.    Project Background
“LBN-CO-CFP-204-24 Promoting the Right of Access to Information” 
Funded by UNDP Lebanon, the Project overall goal is to promote the effective implementation of the Right to Access to Information Law in selected municipalities through a community-driven, gender-responsive, and evidence-based approach. This will be achieved by empowering local communities, civil society organizations, local authorities and municipal staff through targeted awareness campaigns, capacity building, inclusive outreach, and hands-on support in submitting and following up on ATI requests.

The Project’s key objectives are:
(1) Three municipalities identified and engaged as pilots for local ATI implementation.
(2) Capacity of civil society organizations strengthened to support communities in accessing public information.
(3) Local communities, including women, youth, and persons with disabilities, empowered to understand and exercise their ATI rights.
(4) Increased awareness and public engagement through targeted outreach campaigns and trainings.
(5) Advocacy and legal support mechanisms activated to address rejections of ATI requests and promote accountability.
(6) Evidence generation and learning institutionalized through systematic tracking, success story documentation, and lessons learned reporting.

The project’s target audience includes local civil society organizations, municipal officials, community leaders, and members of the public in the selected municipalities, with a strong emphasis on inclusive participation and gender equality.

What has been done: 
As part of the project to promote the Right of Access to Information (ATI) in Lebanon, TI-LB and its partner organizations launched a comprehensive capacity-building and awareness program throughout 2025. The first milestone was achieved with the successful delivery of a four-day Training of Trainers (ToT) held from July 3 to 6, 2025, in Blat. This training equipped 15 participants from TI-LB and three partner organizations with both substantive knowledge of the ATI Law and practical facilitation skills to deliver community-level sessions.

Building on this foundation, a total of 15 information sessions were organized across six municipalities in July 2025, targeting both citizens (demand side) and local authorities/municipal staff (supply side). These sessions not only raise awareness about the ATI Law and its applications but also created valuable spaces for dialogue between communities and municipalities on issues of transparency and accountability.

Building on this momentum, TI-LB is organizing a second ToT from September 2–5, 2025, designed to prepare participants to deliver two-day ATI training workshops in targeted municipalities.

•    Day 2: Procedures & Practice
•    Day 3: Introduction to Training Skills
•    Day 4: Practical Planning, Simulation & Peer Feedback

3.    Scope of Work
Transparency International – Lebanon (TI-LB) is seeking qualified trainer to deliver a Training of Trainers (ToT) program from September 2 to September 5, 2025, in Arabic. The training will equip participants with the necessary skills and tools to independently conduct two-day training sessions on the Right to Access to Information (ATI) Law.
Building on the foundation established in the first ToT, participants have already been introduced to several key facilitation tools and methodologies, including:
•    VARK self-assessment,
•    SMART objectives,
•    Adult learning principles and the role of trainers,
•    Learning styles and participant engagement techniques,
•    Designing learning objectives and session plans,
•    Preparing and planning for community sessions (tools, materials, ethics).
The selected trainer will be responsible for:
•    Designing the content and flow of the sessions,
•    Preparing PowerPoint presentations using the official TI-LB template and visibility guidelines,
•    Developing educational materials and interactive exercises to ensure an engaging and participatory learning environment.

Objective
The objective of this assignment is to equip civil society organizations (CSOs) with the knowledge and facilitation skills necessary to deliver two-day training workshops on the ATI Law. These workshops will be conducted for municipality representatives and community members across three regions: Akkar, Tripoli, and Mount Lebanon.

Duration of the Deliverables:
•    Duration: 4 days (September 2–5, 2025).
•    Location: Jbeil, Lebanon.
•    Accommodation: Provided by TI-LB.

Targeted Impact:
The ToT will enable CSOs to:
•    Confidently design and deliver two-day ATI training workshops.
•    Strengthen knowledge and use of ATI rights among citizens and municipal representatives.
•    Enhance collaboration between communities and municipalities on transparency and accountability.

Duties and Responsibilities:
•    Collaborate closely with TI-LB to align content, training methods, and visibility materials with project requirements.
•    Design a session flow/agenda for the 4-day ToT, including interactive and practical exercises.

•    Prepare PowerPoint presentations using the TI-LB template and in line with visibility guidelines.
•    Develop training materials and handouts, ensuring they are clear, accessible, and engaging.
•    Provide test for the participants to assess their increase of knowledge (pre-test and post-test)
•    Facilitate all sessions using adult learning principles and participatory approaches.
•    Ensure inclusivity and gender-responsiveness in training design and delivery.
•    Support participants in practicing facilitation skills during the ToT.
•    Report to TI-LB on progress, challenges, and recommendations from the training.
•    Provide a post-training report summarizing the methodology, participant performance, and lessons learned.

Deliverables:
•    Training session flow/agenda for the 4-day ToT.
•    PowerPoint presentations (TI-LB template).
•    Training materials and handouts (interactive tools, group exercises, role plays, etc.).
•    Pre-test and Post-test
•    Delivery of the 4-day ToT (September 2–5, 2025).
•    Final training report with outcomes and recommendations.

4.    Required Competencies:

General Requirements: 
•    The trainer must be available from September 2 to September 5, 2025 to deliver the four-day Training of Trainers (ToT).
•    All sessions must be delivered in Arabic.
•    The trainer is expected to prepare and submit:
o    A detailed session flow/agenda for the training.
o    Training materials and handouts.
o    PowerPoint presentations using TI-LB’s visibility guidelines and template.
o    Pre-test and Post-test content
o    Final report

•    Training delivery should follow adult learning principles and ensure a highly engaging and participatory environment.
•    The trainer must coordinate closely with TI-LB’s project team to align content with project objectives.
•    All produced materials and deliverables will remain the intellectual property of TI-LB.

Context/Specific Skills, Knowledge, and Experience: 
•    Proven tracked in delivering ToTs

Selection Criteria:
•    Advanced degree in law, political science, public administration, governance, human rights, or a related field.
•    At least 5 years of relevant experience in training, facilitation, or capacity building.
•    Knowledge of the Right to Access to Information Law in Lebanon or comparable legal/governance frameworks is an added value.
•    Experience working with civil society organizations, municipalities, and community stakeholders.
•    Strong facilitation and communication skills.
•    Ability to design interactive and practical training methodologies.
•    Capacity to adapt content for diverse audiences, including community members, CSOs, and public officials.
•    Excellent written and verbal communication skills in Arabic; proficiency in English is an asset.
•    Ability to work collaboratively with TI-LB and adapt to project needs.
