Mercy Corps has been present in the Middle East since the 1980s and currently works in Yemen, Lebanon, Palestine, Jordan, Syria, and Iraq. Working in Lebanon since 1993, Mercy Corps is committed to generating positive opportunities for women, men, boys and girls from Lebanese, Syrian, and Palestinian communities, with a strong focus on engaging youth.  Mercy Corps exists to alleviate suffering, poverty and oppression by helping build secure, productive and just communities. Our programs in Lebanon focus on Economic Growth, Governance and Social Cohesion, and Humanitarian Response. The Mercy Corps Lebanon team consists of over 50 staff working across two offices throughout Beirut and the Bekaa Valley. Mercy Corps Lebanon’s humanitarian portfolio centers on cash assistance, building on its global expertise.

The Position

The Field Officer assists the Field coordinator in the daily running of the household resource management of the project. The position will be responsible for targeting basic needs of vulnerable HHs through multipurpose and emergency cash assistance in South, Nabatieh, Baalbeck, Hermel and Bekaa.

 

Essential Responsibilities

Under the direct supervision of Mercy Corps Lebanon’s Project manager and Field Coordinator and working closely with the Programs and CARM team, the Field Officer will be providing efficient and effective support for all ongoing MPCA and ECA programs:

 

  • Support the Field Coordinator in planning and implementing Cash activities ensuring they are completed within the given timeline.
  • Work with and provide timely technical support to the Mercy Corps’ implementing partners; maintain respectful and constructive relations with partner staff
  • Conduct the multipurpose cash assessment while coordinating with partners and daily data collectors 
  • Contact and coordinate with program’s participant to ensure proper information are reached to participants
  • Develop and maintain good relationships and lines of communication with relevant local authorities and Municipalities
  • Responsible for coordinating all logistical aspects for the daily data collectors, including arranging trip tickets, transportation, and developing a comprehensive schedule to ensure efficient data collection processes.
  • Ensure that the weekly/monthly work plan is respected in the field.
  • Support program support team in conducting cash distribution for ECA and MPCA
  • Ensure that the beneficiary complaint process is implemented.
  • Assist the Senior Cash Coordinator in tools preparation and translation
  • Assist the M&E team in organizing the data collection visits 
  • Implement effective measures to identify and eliminate data duplication in Excel spreadsheets, ensuring data integrity and accuracy.
  • Preparing weekly and monthly reports on outreach and assessments in coordination with local partners
  • Conduct financial literacy outreach sessions individually by phone calls to potential candidates to confirm their interest in attending the training
  • Conduct regular field visits to the training sites to oversee the implementation of the training
  • Schedule meetings with partners, including recording accurate minutes and action points
  • Coordinate with participants and collect feedback from them during the training

Accountability

Reports Directly To: Field Coordinator

     Works Directly With: Field coordinator, Project manager, CARM officer, Field Staff, MEL analyst, MEL Officer and other programs.

 

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

 

Minimum Qualification & Transferable Skills

  • Degree in Economics, Finance, International Relations, Development studies or similar field
  • Minimum 3 years of experience in development/humanitarian work of which 2 years in implementing cash transfer programs (across sectors)
  • Ability to work effectively with an ethnically diverse team in a sensitive environment;
  • Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties
  • Demonstrable knowledge of key areas of programme operations, logistics and grant management relevant to delivering quality cash programming
  • Flexibility and willingness to change work practices and hours, and capability to work in insecure environment
  • Fluency in written and spoken English and Arabic
  • Computer skills
  • Commitment to and understanding of Mercy Corps aims, values and principles.

The successful Field Officer will be bright, energetic, hard-working, and eager to learn. S/he will take a deep personal interest in humanitarian and development assistance. S/he will be attentive to detail and able to carry out assigned tasks in a timely manner and according to a very high standard of quality. S/he will be creative and flexible, contributing to developing and encouraging new and innovative solutions, but at the same time will not have any difficulty in adhering to systems and procedures. S/he will strictly follow all protocols related to safety and security, and holds self-accountable for making decisions, managing resources efficiently, achieving and role modeling Mercy Corps’ values.

 

Living Conditions / Environmental Conditions

The position is based in Beirut or Zahle and it requires up to 60% travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited.
