Mid-term review of DAEM Project

  1. Purpose of the Mid-term review   

The purpose of the Mid-Term Review (MTR) is to provide an independent, participatory, and evidence-based assessment of the DAEM project's progress at the halfway point. Specifically, the MTR aims to:

  • Assess the extent to which the project is on track to achieve its intended outcomes and results.
  • Review the relevance, coherence, effectiveness, efficiency, and emerging impact of the project to date.
  • Identify strengths, gaps, and challenges in implementation and coordination, including those related to gender, protection, and localisation.
  • Evaluate whether the project’s Theory of Change, intervention logic, and assumptions remain valid given the evolving context.
  • Provide actionable recommendations for adaptive management and course corrections to improve delivery, sustainability, and impact during the remaining implementation period.

The MTR will also assess the integration of cross-cutting themes, including gender equality, youth participation, safeguarding, decent work, and conflict sensitivity.

How to Apply

Interested applicants should provide a proposal covering the following aspects:

  • Detailed response to the TOR
  • Proposed methodology
  • Ethics and child safeguarding approaches, including any identified risks and associated mitigation strategies
  • Proposed timelines
  • CVs
  • Example of previous work
  • Detailed budget, including daily fee rates, expenses, etc.
  • Police Certificates of Good Conduct – especially where there is primary data collection
  • “Statement of integrity, Eligibility and Environmental and Social Responsibility” (in Annex) duly signed when submitting your proposal
