1. Introduction

About The Project:

The Technical Assistance (TA) to the Ministry of Education and Higher Education (MEHE) is a critical initiative funded by the European Commission under contract NDICI-GEO-NEAR/2022/440-883. This project aims to build a more resilient education system that delivers quality, inclusive, and safe education for all children in Lebanon, even in the midst of ongoing crises including war and other challenging circumstances.
This EOI invites qualified professionals to express their interest in the position of Senior Expert on Governance, Performance, and Systems to provide strategic leadership and technical expertise in institutional transformation initiatives.

2. Description of the Assignment

The Senior Expert will serve as the principal technical advisor for governance (including e-governance), performance and systems improvement at MEHE. This role requires working at the highest levels of MEHE leadership, providing expert guidance on complex organizational development challenges and leading systemic reforms to enhance institutional effectiveness and service delivery capacity.

Key Responsibilities:

The selected expert will be responsible for delivering the following outputs:

• Institutional Governance Framework: Develop and implement a fully operational governance framework with documented policies, procedures, and accountability mechanisms
• Strategic Planning System: Establish and implement a comprehensive strategic planning system including 3-year strategic plans, annual operational plans, and performance dashboards
• Performance Management System: Design and deploy performance management systems with KPIs, monitoring protocols, and quarterly reporting cycles
• Monitoring and Evaluation Framework: Create robust M&E frameworks with data collection systems, impact assessment protocols, and learning mechanisms

3. Qualifications and Requirements

Educational Requirements:

• Advanced Degree (Master's or PhD) in Public Administration, Public Policy, Educational Management, Development Studies, Political Science, International Development, Management Sciences, or other directly relevant fields
• PhD qualification would be considered an advantage

General Professional Experience:

• Minimum 10 years of professional experience in public sector governance and institutional development
• Demonstrated experience collaborating with senior government counterparts
• Proven experience in digitalization of administrative processes and digital transformation in public entities

Specific Professional Experience:

• Leadership experience in at least 5 governance or institutional reform projects
• Solid track record in strategic and operational planning of public policies and services
• Extensive experience in monitoring and reporting frameworks and performance management systems
• Hands-on experience in institutional capacity building, coaching, and mentoring of public sector staff and senior officials
• Experience in education sector reform, organizational change management, and digital transformation initiatives (highly desirable)
• Familiarity with EU development cooperation procedures and reporting requirements
• Experience with other donors (World Bank, UN, bilateral agencies) is an asset
• Regional expertise in the Middle East, particularly Lebanon, with ability to work in politically sensitive and challenging environments
