External expert/service provider for CCIAs added value services and Feasibility Research for 2 exporters

Objective 1: As part of the support from ILO to increase the performance of the regional Chambers  (Zahle, Saida, Tripoli, Beirut and Mount Lebanon), CCIAZ is seeking an expert/Service provider to improve and design added value services and tools to support fruits and vegetables exporters, mainly cherries and stone fruits.

The expert/Service provider will have to propose an action plan for CCIAs along with needed resources and timeframe for the Chambers to assist them in improving their export related services.

- Desk research and meetings with CCIAs representatives and stakeholders involved in the process of exporting F&V.

- Identify tools and opportunities to offer to potential stakeholders.

- Outcomes and recommendations 

Objective 2: CCIAZ will also develop a feasibility study that will include an investment plan with a feasibility analysis to identify the amount of investment needed for postharvest center and return on investment with the aim of attracting investors to come and invest in such facilities and identify revenue-generating opportunities beyond project timeline.

The study will include but not limited to:

6. Feasibility and willingness to pay
7. Propose feasibility studies for 2 cherry and stone fruits exporters in collaboration with CCIAZ staff to help in the selection of the appropriate investment scheme.
8. Outcomes and recommendations

Expected Deliverables:

The expert/Service provider is expected to complete the following deliverables within a maximum of 13 working days

• Deliverable 1: CCIAZ Workplan along with methodology and implementation timeline, human resources needed, required budget, sustainability…...

• Deliverable 2: Present a complete study and prepare a PPT on the work results and study outcomes

 Deliverable 3: a training session on the work results and study outcomes to be delivered to CCIAs staff and other stakeholders.

Duration and Timeline

The total duration should not exceed [13] working days from the date of signature of the agreement.

Location of Implementation

 The services will be conducted in Lebanon and delivered CCIA Zahle with travels to others regional Chambers such as: Tripoli, Saida, Beirut and Mount Lebanon.

Qualifications of the Expert / Service Provider

The applicant (individual or company) must provide and demonstrate the following:

• A university degree in business, agriculture, economics, marketing or a related field

• At least 5 years of experience in supporting Trade Support Organizations and design of service offering, along with conducting feasibility studies

• Demonstrated expertise in agricultural value chains, specifically in cherries and stone fruits

• Fluency in English and Arabic, with strong written and verbal communication skills

Required Documents for Submission

Applicants (Companies or Individuals) should submit the following:

• Technical Proposal (description of approach and methodology)

• Financial Offer (in local currency or USD, including all applicable taxes)

• At least two references or examples of similar previous work

• Signed acceptance of payment terms and conditions

a. In case of Company application: The company should submit the following legal document:

• Commercial Circular

• Company Profile and CV’s of team members

• Fiscal Certificate of Incorporation at the Ministry of Finance

• VAT Certificate of Registration if applicable

• ID of company’s authorized representative(s)

b. In case of Individual expert application: The individual should submit the following legal documents

• ID

• Fiscal Number

Evaluation Criteria

Evaluation will be based on a yes/no compliance scoring method, with the contract awarded to the lowest priced technically compliant offer, subject to the supplier successfully passing CCIAZ’s vetting and compliance procedures.
