Master Local Expert on Migration and Refugees

The Municipal elections of May 2025 resulted in the emergence of new leaders many of whom are first time officials. VNG International under the SDLG programme is taking the initiative to launch a Local Governance Training Programme to help them fully achieve their mission. This initiative is tailored to Lebanon’s realities and harnesses on The Hague Academy for Local Governance (THA) expertise and global vision. The programme will give courses covering three priority areas for 2025: Local Economic Development (LED), Local Response to Migration and Refugees and Citizen Participation & Inclusive Governance.

In this context, VNG International is seeking to contract an expert on Local Response to Migration and Refugees, aiming to support municipalities in addressing the challenges and opportunities linked to displacement in Lebanon. The lead expert will adapt and localize THA material and ensure the trainees are knowledgeable about the legal and operational framework revolving about migration and displacement.
