The overall objective is to provide a comprehensive gender-responsive peace and conflict analysis of Baalbek-Hermel. Specifically, the study should:
Identify key conflict drivers and peace resources with a gender lens.
Examine how women, men, girls, and boys (including marginalized groups) are differently affected by conflict dynamics.
Highlight gender-specific risks, roles, and opportunities in peacebuilding.
Provide actionable recommendations for gender-sensitive and conflict-sensitive programming.
3. Scope of Work
The researcher will be expected to:
1. Desk Review
Review existing gender, peacebuilding, and conflict-related studies on Baalbek-Hermel and Lebanon at large.
Analyze relevant national frameworks, including gender policies, UNSCR 1325 and related National Action Plans.
2. Field Research
Conduct Key Informant Interviews (KIIs) with diverse stakeholders, including women leaders, youth groups, CSOs, local authorities, religious figures, and other actors.
Facilitate gender-sensitive Focus Group Discussions (FGDs) that ensure inclusion across age, gender, socio-economic, and displacement status (e.g., refugees, returnees, IDPs).
3. Gender-Sensitive Conflict and Peace Mapping
Identify conflict drivers and peace resources, assessing how they differently affect women, men, and other groups.
Map power relations and gendered roles of stakeholders: decision-makers, influencers, potential spoilers, and peace actors.
Explore local gender norms, social expectations, and their role in perpetuating conflict or enabling peace.
4. Risk and Opportunity Analysis
Assess gender-specific risks of conflict escalation and forms of violence (including gender-based violence).
Highlight opportunities for women’s leadership and youth engagement in peacebuilding.
Provide early warning indicators that incorporate gender dimensions.
5. Recommendations
Suggest gender-responsive programmatic entry points for Peace Labs and partners.
Provide concrete recommendations for integrating gender perspectives into conflict-sensitive programming.
