Crochet Trainer (Skilled Trainer)

1. CONTEXT AND JUSTIFICATION
1.1. CONTEXT
Lebanon continues to face the impact of ongoing hostilities along its southern border, resulting in widespread displacement, infrastructure damage, and growing humanitarian needs. As of late 2024, over 112,000 people remain displaced, while many returnees have gone back to damaged or sub-standard shelters. Vulnerable groups—including IDPs, returnees, refugees, host communities, women, girls, and persons with disabilities (PwDs)—continue to face heightened protection risks, such as child labor, child marriage, GBV, and social exclusion. The economic downturn, combined with strained public services, has further deepened these vulnerabilities, leaving many families without safe outlets for support, learning, and engagement.
In this context, handicraft and creative activities represent an important means of promoting psychosocial well-being, restoring a sense of normalcy, and fostering community cohesion. Crochet offers a safe and inclusive space for women, girls, and other vulnerable groups to engage in positive interaction, express creativity, and develop new skills. It also provides a calming and therapeutic outlet for stress and emotions, while reducing isolation and strengthening peer support networks. Additionally, crochet skills can open pathways for income generation by enabling participants to produce items for personal use or for sale.
Première Urgence Internationale (PUI) therefore seeks to recruit a skilled crochet trainer to design and conduct structured sessions that promote psychosocial well-being, skills-building, and inclusion, while ensuring participation of diverse groups in line with community needs and preferences.

1.2 RATIONALE AND OVERALL OBJECTIVES
The selected Crochet Trainer will be responsible for designing, planning, and conducting structured crochet training sessions that promote psychosocial well-being, creativity, and positive engagement among targeted community members. The Trainer shall ensure that all activities are inclusive, culturally appropriate, and accessible to vulnerable groups, including internally displaced persons (IDPs), returnees, refugees, host communities, women, girls, and persons with disabilities (PwDs).
The assignment must be carried out in accordance with the agreed work program, training schedule, and conditions outlined in this Terms of Reference (ToR). The Trainer will also be responsible for ensuring that sessions contribute to protection outcomes by fostering social cohesion, confidence-building, resilience, and opportunities for skills-building that may support future livelihoods. Sessions should provide a safe, supportive, and non-discriminatory environment for participants to learn and connect.
Furthermore, the Trainer will be tasked with supervising participants during sessions to ensure inclusivity, engagement, and respectful conduct. The role also includes coordinating with project staff to align activities with project objectives, adapting training to participant needs, and reporting on progress and challenges to ensure accountability and continuous improvement.


2. SPECIFIC OBJECTIVES OF THE CONSULTANCY
The main objective of this consultancy is to recruit a Skilled Crochet Trainer who will use handicraft as a structured tool to promote psychosocial well-being, skills-building, and social cohesion in communities affected by conflict and displacement. Crochet, as an accessible and creative activity, offers a unique platform to bring together diverse groups, including internally displaced persons (IDPs), returnees, refugees, host communities, women, girls, and persons with disabilities (PwDs).
More specifically, the consultancy aims to:
1.Promote Psychosocial Well-Being and Resilience: Provide vulnerable community members with safe, regular, and positive opportunities for creative expression that reduces stress, support healing, and foster resilience.
2.Strengthening Social Cohesion and Inclusion: Use crochet sessions as a neutral and inclusive platform to encourage interaction, cooperation, and trust-building among different community groups, reducing isolation, stigma, and discrimination.
3. Contribute to Protection Outcomes: Create a safe space where participants can gain confidence, patience, and problem-solving skills, while integrating protection messages that promote dignity, non-violence, gender equality, and inclusion.
4. Support Livelihoods and Community Engagement: Equip participants with practical skills that may support household resilience and small-scale income opportunities, while demonstrating the role of handicraft activities in reinforcing community participation and empowerment, especially for vulnerable groups.


3. METHODOLOGY
3.1. MAIN TASKS
Develop a Comprehensive Training Plan
•Design crochet training sessions that include step-by-step skill development (basic stitches, patterns, and finishing techniques).
•Structure sessions to progressively build participants’ technical crochet skills, creativity, and confidence.
•Tailor activities to accommodate mixed age groups, gender considerations, and the participation of people with disabilities (PwDs).
Deliver Structured Crochet Sessions
•Facilitate a minimum of 20 crochet sessions within a two-month period, with sessions conducted in designated community locations (Al Khiam and in either Al Baissariye or Zefta) in line with the agreed work plan.
•Ensure each session promotes inclusion, dignity, respect, and cooperation among participants.
•Supervise and guide participants directly during practice to ensure safety, engagement, and respectful conduct.
Promote Protection and Social Cohesion Outcomes
•Use crochet sessions as a platform to foster mutual support, cooperation, and interaction among participants.
•Integrate and deliver key protection messages during the sessions, including inclusion, gender equality, respect, and non-discrimination.
•Contributes to reducing stress and isolation by providing participants with a safe and positive space for creative expression.
Coordination, Monitoring, and Reporting
•Coordinate closely with project staff and community representatives to align sessions with community needs and project objectives.
•Keep attendance records and activity reports for each session.
•Submit regular progress updates and flag any challenges affecting the quality, inclusiveness, or safety of the sessions.


4. AREA OF INTERVENTION
•The area of intervention is located in Al Khyam, in the Marjayoun District of the Nabatiyeh governorate and in either Zefta located in the Nabatiyeh Governorate in Southern Lebanon or Baissariye, in the Saida District of the South governorate.

5. DURATION OF THE ACTIVITY
The timeframe to implement the following activities are detailed in point 7.2 Timeline.


6. FUNCTIONAL LINKS
The Skilled trainer will be working directly under the overall supervision of the Protection Team Manager and following up with the Protection Social Workers for the implementation of overalls tasks and activities.


7. EXPECTED DELIVERABLE
Training Plan & Curriculum or guide
•A detailed training plan for the crochet sessions, including curriculum or guide, schedule, and methodology, submitted and approved before the start of activities.
Crochet Sessions Conducted
•The activity will consist of four (4) cycles, each with five (5) sessions (totaling twenty [20] sessions), to be conducted in Al Khiam and in either Al Baisariya or Zefta.
Integration of Protection and Inclusion Messages
•Delivery of key protection and inclusion messages (e.g., respect, non-discrimination, gender equality, social cohesion) during all sessions, documented through session outlines or facilitation notes.
Monitoring Tools Completed
•Accurate attendance sheets, session reports, and training logs for each activity conducted.
Final Summary Report
•A final report at the end of the consultancy summarizing:
-Number of sessions conducted, and participants reached (disaggregated by age, gender, and disability).
- Key protection and inclusion messages delivered.
- Observed outcomes on psychosocial well-being, creativity, and social cohesion.
- Challenges faced and recommendations for future activities.

8. PREREQUISITE QUALIFICATIONS
8.1. Professional experience
•Minimum of 3 years of proven experience as a Crochet trainer, preferably working with youth in community.
•Previous experience working with humanitarian organizations, NGOs, or community initiatives is highly desirable.
8.2. Competencies and knowledge
•Strong facilitation and communication skills.
•Ability to create a safe, inclusive, and motivating environment.
•Commitment to principles of non-discrimination, gender equality, and safeguarding.
8.3. Languages
•Proficiency in Arabic (required).
•Basic knowledge of English (asset, especially for reporting).


9. SELECTION CRITERIA
9.1Administrative Evaluation:
All legal documents listed in Article 9.2 must be submitted to meet the administrative requirements and qualify for the technical evaluation. Failure to submit these documents will result in disqualification from the consultancy process.

9.2 Technical evaluation
The technical evaluation holds 70% of the score.
•Evaluation criteria are the following:
•Human Resources Set Up. (20 points)
•Candidates Projects’ Portfolio. (15 points)
•Experience and relevant technical references. (20 points)
•Implementation Plan (including timeframe). (15 points)
•Only the technical offers reaching at least 49 points (70%) of the score will be declared technically valid and selected for the next phase of evaluation
9.3 Financial evaluation
•Only the financial offers from the candidates with at least 70% of the technical evaluation score will be considered.
•A financial evaluation score will be calculated for each offer, starting on the lowest bid.
9.4 Finale evaluation
•The final evaluation will combine both prior evaluations, with 70 points allocated to the technical offer, 25 points to the financial offer, and 5 points to the presentation of the proposal by the skilled trainer.
•The candidate who will have the higher score will be selected.
•The financial offer will be analyzed and possibly negotiated with the candidate within the limit of the available budget.
•The shortlisted skilled trainer should prepare a presentation of up to 5 slides to the committee explaining the proposal, questions will be asked by the committee to make the final selection as per PUI memo.


10. OFFERS PRESENTATION
10.1 Technical offer composition (in English)
A technical offer including:
- Candidate Portfolio includes previous relevant experience in the past 3 years
- Relevant technical references for the presented experiences
- The methodology and tools proposed for the design
- Workplan of the design and permit acquiring
10.2 Financial offer composition (in English)
A financial offer including a budget with detailed sections (fees, other costs)
- Fees (detailed, including session facilitation fees, preparation and supervision fees, transportation allowance, and any other relevant expenses).

Other expenses
- Financial proposal signed and stamped including payment terms and method of payment, offer validity and expected starting date.

•Passport Copy or ID copy if passport is not available.
•Ministry of Finance number (MOF number)
•Commercial Circular if the applicant is a FIRM/ company

•Passport copy or ID copy if passport is not available for all members mentioned on commercial circular.
•Passport Copy or ID copy if passport is not available for legal representative if not same as owner and a Power of attorney if the representative’s name is not mentioned on Commercial Circular.
•VAT registration document if applicant is a consulting company.
•Any other available legal documents
