Site Engineer Advisor

Première Urgence Internationale (PUI) is a non-profit, non-political and non-religious humanitarian NGO. Its objective is to provide a comprehensive response, in line with humanitarian principles and applying both needs based and rights-based approaches, to conflict affected populations. PUI promotes humanitarian access and dialogue with all components of the civil society and reinforces the capacity of each vulnerable community (refugees, vulnerable host community) to become self-reliant and resilient, by responding to immediate needs and strengthening their socio-economic empowerment.
Today, PUI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.
PUI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Protection, Health and in Livelihood Recovery sectors.


1- GENERAL OBJECTIVE
Under the direct supervision of the Shelter Program Manager (PM), the Site Engineer Advisor is responsible for the qualitative, quantitative and timely implementation of the reconstruction of the Khiam PHCC. S/he coordinates and monitors the work of the consultant and contractor dedicated to these activities and supports the Shelter PM in the data collection for a qualitative and regular reporting on various components of the project. S/he will have an active role in the monitoring of the project according to his/her line manager’s instructions.


2- RESPONSIBILITIES AND TASKS
SPECIFIC OBJECTIVES AND LINKED ACTIVITIES
1.Technical Coordination
- Follow up with the contracted design entity (consultant or architect) to oversee the development of technical assessments and reconstruction plans for Khiam PHCC. Ensure that the site visits, data collection, and technical studies are completed in a timely and comprehensive manner.
- Support the consultant in identifying the most appropriate reconstruction approach, considering existing structural conditions, functionality of the health facility, environmental constraints, accessibility needs, and available budget.
- Coordinate closely with the Shelter Project Manager to ensure the assessment findings are reviewed, verified on-site when needed, and translated into actionable and context-appropriate design solutions.
- Review proposed technical designs and drawings for structural, architectural, and MEP works to ensure compliance with health facility standards, PUI technical guidelines, MoPH/WHO recommendations, and local regulations.
- Assist in preparing the full tender package, including detailed Bill of Quantities (BoQs), technical specifications, drawings, scopes of work, and specific clauses that ensure quality control, accessibility, and safety during implementation.
- Draft and prepare supporting sketches and clarification drawings, if needed, to complement the consultant’s designs and provide field-friendly interpretation of technical documents.
- Ensure that procurement procedures align with PUI and AFD guidelines, with close attention to transparency, technical clarity, and value-for-money principles.
Support the Shelter PM and Logistics team in evaluating contractor bids, by reviewing the technical capacity, proposed methodology, staffing plans, relevant experience, and cost-effectiveness of offers. Contribute to the preparation of the technical evaluation matrix.
2.Site Supervision and Monitoring
- Monitor overall contract execution, ensuring the reconstruction works proceed according to the approved timeline, contract scope, and technical specifications. Maintain a daily presence on-site to track progress and anticipate any delays or deviations.
- Inspect all civil, structural, architectural, finishing, and MEP works, including water supply, sanitation, electrical installations, solar power systems, and fire safety components. Verify that all construction activities align with the approved design and quality standards.
- Review the contractor’s work plans, method statements, material submittals, and shop drawings in coordination with the consultant. Ensure that proposed approaches are practical, safe, and compliant with both contract requirements and applicable engineering norms.
- Liaise daily with the contractor’s site team, including engineers, foremen, and safety officers, to clarify site issues, guide technical execution, and resolve emerging problems promptly and professionally.
- Conduct joint inspections with the consultant at critical construction milestones—such as formwork, reinforcement, concrete casting, MEP installation, and final finishing—to ensure approval at every key stage.
- Prepare technical sketches and clarification notes on-site when unforeseen issues arise, ensuring alignment with the consultant and Shelter PM before execution.
- Ensure compliance with occupational health and safety (OHS) standards, including the proper use of PPE, signage, secure scaffolding, and safe handling of materials. Immediately flag any violations to the contractor and project team.
- Oversee environmental safeguards as per donor and national regulations, including waste management, noise control, and safe storage of materials.
- Track work progress versus the approved Gantt chart or schedule, analyze any delays or slowdowns, and work with the contractor and Shelter PM to develop and monitor recovery plans.
- Document all field activities in detailed daily site reports, including weather conditions, labor force, quantities completed, material deliveries, and key observations. Compile weekly progress summaries and highlight risks, achievements, and pending issues.
- Support and participate in weekly site coordination meetings with the contractor, consultant, and project team. Record meeting minutes, track action points, and follow up on pending tasks.
- Provide technical input to performance evaluations of the contractor, based on adherence to specifications, quality of work, site organization, responsiveness, and ability to follow instructions.
3.Reporting and Site Correspondence
- Maintain comprehensive records of all completed works on site, including photographic documentation, checklists, as-built drawings, and daily work logs, ensuring alignment with approved schedules and specifications.
- Attend and contribute to regular site coordination meetings with the contractor, consultant/architect, and other relevant stakeholders to discuss work progress, challenges, technical clarifications, and upcoming activities.
- Monitor and record daily site activities and maintain a daily site logbook in coordination with the contractor’s team.
- Draft, send, and follow up on all site-related correspondence, including technical queries (RFIs), instructions, non-compliance reports (NCRs), confirmation of verbal instructions (CVIs), and meeting minutes, ensuring documentation is consistent and traceable.
- Implement a structured filing system (both hard and soft copies) for all project documentation, including drawings, approvals, correspondence, progress reports, inspection records, and variations.
- Support the Shelter PM in preparing regular progress reports, both internal and external, summarizing physical and financial progress, site issues, risks, achievements, and next steps.
- Support the Shelter PM in compiling monthly or ad hoc reports required by the Shelter Coordinator, donors or HQ.
- Maintain regular coordination and communication with the consultant/architect and contractor to ensure design compliance, address site constraints, and implement agreed solutions efficiently.
- Conduct daily technical meetings with the contractor’s Site Engineer Advisor and key trades to review actual versus planned progress, discuss technical matters, and provide real-time guidance to resolve execution issues, ensuring the continuity and quality of works.

4.LOGISTICS & ADMINISTRATION
- Define the needs in items corresponding to the planned interventions;
- Ensure the follow-up and the proper use of materials and tools used during on-site works;
- Manage the supply of items to the work site in collaboration with logistics department;
Use the PUI forms for all exchange with the logistic & administration services;


3- PRIORITIES OF THE DEPARTMENT
- Ensure daily supervision of construction works meets quality, safety, and technical standards.
- Monitor contractor performance and compliance with contract requirements.
- Coordinate closely with the consultant, contractor, and project team for smooth implementation.
- Maintain accurate site documentation, reporting, and communication.
- Support timely resolution of technical and operational challenges on site.
- Promote health, safety, and environmental compliance throughout construction activities. QUALIFICATIONS
MANDATORY REQUIREMENTS
- Language skills: Fluent in Arabic and English;
Education degree: Bachelor degree in Architecture, Civil Engineering or relevant;
Work experience:5 years of experience in Construction Works; Strong knowledge in Construction standards and norms; Experience in Construction Management, Site Supervision not limited to Civil works, MEP, surveying and finishing. Experience in Construction Works of Health Facilities is a desirable
- Computer skills: Strong knowledge of Microsoft Office, AutoCAD, Revit;

PUI-AMI Employment Conditions and Benefits: 

Status: A Fixed-Term Contract  

40-hour work week from Monday to Friday. 

Monthly Gross Income:  2107 USD based on PU-AMIs internal salary scale. PU-AMI deducts income tax and automaticaly registers employees to NSSF  

Seniority Allowance of +2% monthly increase of your basic salary after 1st year of employment. Seniority allowance is gradual and grows of +2% every year.   

Insurance Medical Insurance class B for employee and spouse with a possibility to upgrade to class A based on employees contributions.
