WASTE TO ENERGY & ALTERNATIVE FUELS FOR LEBANON - WORKSHOP

Background

The Waste Valorization Cluster (QEEMA) and the Sustainable Energy Cluster are organizing a capacity-building workshop to introduce members to the potential of Waste-to-Energy (WtE) and alternative fuels in Lebanon.

With rising energy costs, reliance on imports, and the urgent need to divert waste from landfills, WtE solutions such as Refuse-Derived Fuel (RDF), co-processing in cement plants, pyrolysis, gasification, and biogas are increasingly being explored worldwide. These solutions could provide Lebanon with both sustainable energy options and a pathway toward circular waste management practices.

This session will give cluster members a structured overview of available technologies, opportunities, and challenges, helping them better understand how WtE can be realistically implemented in Lebanon’s context.

 

Objectives

The objective is to engage a qualified trainer/expert to deliver an introductory 3-hour session on WtE and alternative fuels for 15–25 participants. The session should provide:

  • A clear understanding of main WtE pathways (what they are good for, and not).
  • Insights into practical applications for Lebanon’s waste streams.
  • Awareness of local, regional/international case studies.
  • Consideration of policy, financing, and environmental safeguards.

 

Scope of Work

The trainer will be expected to design and deliver a session that covers:

  1. Overview of Waste-to-Energy & Alternative Fuels
    • Key technologies: RDF, co-processing in cement kilns, pyrolysis, gasification, anaerobic digestion/biogas (and where classic incineration is not advisable)
    • How they differ in scale, feedstock, and outputs.
    • Typical CAPEX/OPEX drivers and staffing/operation's needs.
  2. Opportunities for Lebanon
    • Which waste streams are most suitable for WtE.
    • Integration with existing industries (e.g., cement sector co-processing, municipal facilities, industrial parks).
    • Energy Service Providers (ESPs) Role: BOO/BOOT/ESCO-style models, offtake contracts, wheeling.
  3. Case Studies & Best Practices
    • International/regional examples of successful WtE projects.
    • Case studies: successful models or failure modes.
    • Lessons learned and pitfalls to avoid.
  4. Policy, Market & Environmental Considerations
    • Role of WtE in circular economy & renewable energy strategies.
    • Environmental safeguards (avoiding outdated incineration practices).
    • Financing mechanisms and potential investor interest (Revenue models, Business model archetypes and risk allocation)
    • High level permitting considerations; emissions/EHS compliance and monitoring
    • Community acceptance and transparency practices.
  5. Interactive Q&A and Discussion
    • Engaging participants to explore how these solutions could be piloted or scaled locally.
    • Short group exercise: match company feedstocks to technology options, identify gaps (data, partners, permits)

 

Deliverables

  • Delivery of a 3-hour in-person workshop session in Beirut
  • Practical mini toolkit and 1 page market map (potential off takers (cement/industrial heat, power users) and logistic partners.
Qualifications
  • Proven expertise in waste-to-energy, alternative fuels, or circular energy solutions, preferably with regional experience.
  • Knowledge of waste valorization and energy infrastructure in emerging markets.
  • Strong training and facilitation experience with diverse audiences (SMEs, industry, municipalities, startups).
  • Ability to translate technical content into practical, accessible insights

To ensure the selection of the most qualified candidate, the following criteria will be used to assess expertise, experience, and approach:
