Brief information on the project
Lebanon is facing severe challenges such as an economic crisis, increasing poverty causing worsening food security, a financial crisis due to the constant depreciation of the Lebanese lira and all this exacerbated by the COVID-19 pandemic and the explosion in the Beirut port. Economic downturn, business closures, a deterioration in working conditions and lost livelihoods are consequences of this multi-layered crisis that the Lebanese population is going through. Due to the value loss of the Lebanese Lira, imports have become so expensive that importing necessary production inputs has become almost impossible putting food security at risk.
The project Strengthening Agriculture, local Communities, and small and medium Enterprises (ACE) aims to strengthen economic stabilization and improve social stability through targeted measures to promote cooperation and exchange in three areas of action:
Agriculture: Support farmers to form agricultural associations and to produce in accordance with market needs, including training and sharing of good agricultural practices.
Support of micro, small and medium enterprises (MSME): Targeted promotion of income prospects with financial and capacity-building measures to promote entrepreneurial action and closing important gaps in the value chains.
Local communities & social stability: Joint planning & implementation of low
threshold community initiatives both within civil society and together with local governments to strengthen positive intergroup experiences as well as increasing confidence in local capacity to act.
Context
Within Area of Action 1, the ACE project strengthens farmers and agricultural associations to adapt their production systems to market conditions that have changed due to the crisis. The project aims to foster vertical cooperation, to promote collaboration and partnerships with the private sector through contract farming.
The GIZ approach to promoting contract farming focuses on inclusive, fair, and economically viable business relationships between producers and buyers, and between producers and input suppliers. As part of this approach, GIZ offers a 1-day sensitization workshop for off-taking companies and farmer groups/cooperatives interested in exploring contract farming, as well as a more in-depth 3.5-day basic training. The training is designed to guide and coach managers of off-taking companies and farmers groups/cooperatives in jointly developing contract farming schemes that are both viable and equitable.
The training materials have recently been revised and updated under the Agribusiness Facility for Africa (ABF) project. Enhancements include improvements to the didactical approach, updated exercises and case studies, as well as the introduction of new tools for responsibility distribution and economic analysis.
The ACE project seeks to contract two (2) separate local consultants to participate in tandem training with a master trainer on inclusive contract farming. The local consultants will support the master trainer in the preparation and implementation of the ICF training sessions.
Lot Allocation
This assignment is divided into lots. A lot is a portion of the overall contract, grouped by type. This assignment and division into lots are based on the timeframe and target group types, where services are split into different implementation period batches and target groups.
While the qualifications, scope, and context of both experts are identical, the requirement for two lots is based on capacity and delivery needs rather than differentiation in technical scope.
• Parallel or sequential delivery requirement: The project will run two complete training cycles within the same timeframe to ensure broader reach and to allow each expert to focus fully on one group of participants.
• Capacity-building approach: Each expert will support the Master Trainer in one full training cycle.. This allows for skills transfer and ensures that both trainers gain hands-on facilitation experience without overburdening a single resource.
• Risk mitigation: Splitting the work between two experts reduces the risk of disruption if one expert becomes unavailable, ensuring continuity of delivery.
Individual contractor bidder is free to submit a bid for one lot.
If a company intend to apply, the entity will have the opportunity to submit a bid for one or both lots. Please make it clear in your bid for which lot you are submitting your bid.
Each bidder must, however, ensure that all requested services within a given lot are fully addressed in their offer.
Partial submissions for individual items within a lot will not be considered.

Bank details
The CV showing relevant education and experiences as per the qualifications of proposed staff has a weighting of 70%, while the financial offer has a weighting of 30%.
