Justice Without Frontiers (JWF) is organizing a series of awareness sessions aimed at promoting human rights, legal empowerment, and social justice. This project is part of the ‘Expertise France - Women Empowerment Hub in Lebanon (WE HUB),’ financed by the Neighborhood, Development, and International Cooperation Instrument (NDICI-Global Europe) under the European Commission.

To support this initiative, Justice Without Frontiers (JWF) is procuring a selection of sweet and salty snacks, along with light, easy-to-serve beverages, to be distributed during training sessions, workshops, and awareness events. These refreshments are intended to ensure participant comfort, promote well-being, and maintain a hospitable setting throughout the sessions. This Terms of Reference (TOR) defines the specifications and conditions for the supply of individually packed snack items and beverages, ensuring they are suitable for the nature and setting of the events.

Product Requirements

• Total quantity required per item: 750 individually wrapped units
• Items may be delivered in boxes, each containing approximately 25–30 individual packs, for ease of transport and storage.
• All food items must be:
  • Individually wrapped
  • Factory sealed
  • Non-perishable
  • With a minimum shelf life of 12 months from delivery

• Products may be delivered in boxes or cartons containing 25–30 pieces per box for ease of handling.
• All beverages must be:
  • Individually packed
  • Factory sealed
  • Non-perishable

A. Sweet Snacks (3 types – 750 pcs each)

1. Wafer Biscuits
   • Flavors: Chocolate, vanilla, hazelnut, or mixed
   • Size: ~20–30g
   • Packaging: Individual packs, delivered in bulk cartons or boxes
2. Cream-Filled Sandwich Biscuits (e.g., Oreo-type)
   • Chocolate or vanilla cream-filled cookies
   • Single-serve packs (1–2 cookies)
   • Size: ~25–35g
3. Digestive-Type Biscuits
   • Plain or chocolate-covered
   • Health-conscious option
   • Size: ~30–40g
   • Individually wrapped

B. Salty Snacks (3 types – 750 pcs each)

1. Mini Pretzels
   • Salted, crunchy
   • Size: ~20–30g
   • Individually packaged
2. Baked Bread sticks or Savory Rolls
   • Non-fried, plain or lightly seasoned
   • Individually wrapped
   • Size: ~20–30g
3. Salted Crackers or Mini Rice Cakes
   • Lightly salted or seasoned
   • Baked, not fried
   • Individually packaged
   • Size: ~20–30g

Beverage Items & Specifications

A. 3-in-1 Instant Coffee Sachets (750 sachets)

• Ready-to-mix single-serve sachets containing coffee, creamer, and sugar.
• Size: Typically, 18–25g per sachet
• Packaging: Sachets packed in boxes of 25–30 pcs
• Brand: Nescafé or equivalent, reputable brand

B. Black Tea Bags (Individually Wrapped) (750 pcs)

• Single tea bags, each sealed in its own envelope for freshness.
• Non-flavored or lightly flavored (e.g., English Breakfast, Ceylon)
• Packaging: Tea bags packed in boxes of 25–30 pcs
• Brand: Reputable international or local brand

C. Bottled Water (500ml or similar) (750 bottles)

• Still mineral or purified water
• Size: ~500ml per bottle
• Factory-sealed, PET bottles
• Packaging: Delivered in cartons of 24–30 bottles
• Must comply with local health and safety standards

D. Juice Boxes (750 cartons)

• Flavored fruit juices (e.g., apple, orange, mango)
• Size: ~200ml–250ml per juice box
• With straw attached for easy consumption
• Packaging: Delivered in boxes of 25–30 units
• No refrigeration required (UHT or long-life juice)

Suppliers may suggest equivalent alternatives that meet quality and packaging requirements, subject to JWF approval.

5. Packaging and Delivery

• Each beverage product must be:
  • Delivered in clearly labeled boxes/cartons
  • Indicate product name, quantity, and expiry date
  • Easy to handle and store
• All items must be delivered in clean, intact packaging
• Expiry dates must be clearly printed on each individual unit

6. Delivery Timeline and Location

• Delivery must be completed within 2 weeks after contract signing or purchase order.
• Delivery location: Justice Without Frontiers Office (Jdeideh – El maten)
• All deliveries must be coordinated with the JWF logistics team during working hours

7. Quality and Compliance

All products must:

• Be factory-sealed and in excellent condition
• Be compliant with local food and beverage safety regulations
• Have a minimum shelf life of 12 months from the delivery date
• Require no refrigeration prior to opening
