Senior Project Engineer (National Contract)

Job Title:  Senior Project Engineer

Duty Station: Zahle WeWorld Office

Reporting to: Project Manager

SCOPE OF THE POSITION

The Senior Project Engineer will contribute to the implementation of the AICS-funded “MAIA – Improving access to hygiene and water in the South and Bekaa Valley” project, particularly in its technical and infrastructural components. The Senior Project Engineer will be responsible for the organization and supervision of all infrastructural activities and their coordination with the Project Manager, Field Officer and Partner’s staff. The Senior Project Engineer will assist the Project Manager in revising technical studies, liaise with local authorities and stakeholders and facilitate the local water management planning at all levels.

KEY RESPONSIBILITIES

ACTIVITIES IMPLEMENTATION

  • Conduct technical assessments and mapping of WASH and healthcare infrastructures through field surveys, GPS and GIS;
  • Contribute to the establishment of databases in coordination with the Project Manager and WeWorld MEAL department;
  • Lead and supervise the preparation of technical drawings, previously agreed upon with the Project Manager;
  • Contribute to any technical studies conducted within the project in coordination with WeWorld and Sheild project staff, as well as with Water Establishments;
  • Contribute to the preparation of tender documentation and BoQs;
  • Inform and coordinate with the Project Manager the design of the infrastructural upgrading/rehabilitation works to be conducted in line with sectoral standards, and ensuring climate resilience and low environmental impact;
  • Guarantee WeWorld’s compliance with Lebanese regulations (standards, environmental procedures, safety and security, etc.);
  • Provide technical trainings to Water Establishments’ staff on a variety of topics, including water purification methods and prevention of water contamination;
  • Facilitate coordination with the Water Establishments and Partners in support of the Project Manager;
  • Facilitate and supervise, in coordination with the Project Manager, the implementation of infrastructural works and ensure alignment with their design, while proposing relevant technical adjustments according to changing conditions on the ground;
  • Refer to studies and technical assessments conducted at project design stage as a baseline;
  • Participate in awareness-raising activities and facilitate the delivery of key messages linked to water management and conservation, including WaterWise sessions;
  • Contribute to the design and installation of three pilot system for sustainable wastewater treatment, composed of Anaerobic Baffled Reactors (ABR) and constructed wetland;
  • Support the implementation of regular monitoring and evaluation activities, in coordination with WeWorld MEAL department;
  • Support the work of contracted enumerators when involved in data collection or awareness activities linked to technical aspects of water management;
  • Support the work of the Field Officer, in coordination with the Project Manager;
  • Coordinate with the Project Manager the distribution of Water Establishment’s Human Resources over the various implementation in coherence with project workplans;
  • Facilitate the coordination between Contractors, Communities and local authorities;
  • Prepare weekly plans and activity plans, and assist in their implementation, review and update (providing regular feedback to the Project Manager on achievements, delays and constraints).

COMMUNICATION AND SOCIAL STRATEGY

  • Under the supervision of the Project Manager, communicate with Local Authorities, Water Establishment employees, local stakeholders, and Partner (Sheild);
  • In close collaboration with the Project Manager and Field Officer, and with Sheild staff, communicate permanently with target communities to explain the objectives of the project, as well as opportunities and constraints of the technical implementation, ensuring transparency and accountability throughout project duration;
  • Support in the technical training of Water Establishments’ operators, surveyors, Partner’s staff and other stakeholders;
  • Coordinate with WeWorld’s WASH Technical Expert to ensure project activities and approaches align with technical standards.

REPORTING AND VISIBILITY

  • Prepare accurate weekly reports about the works progress and timely reports about specific activities;
  • Guarantee that all the technical documentation are properly filled, updated and archived;
  • Participate in the monitoring of indicators for WeWorld’s activities and to the redaction of regular donor progress and impact reports by providing punctual information;
  • Contribute to the team’s weekly plans and reports;
  • Communicate to the Project Manager in a prompt manner any issues that may have a direct impact on the implementation of the activities in the areas of implementation.
  • Represent WeWorld appropriately to the community, to the Water Establishments, to other NGOs and institutional Partners;
  • Ensure maximum visibility of AICS and WeWorld’s actions amongst the targeted communities.
