- BACKGROUND AND CONTEXT
Oxfam is launching a report that investigates the juncture between AI, Human Rights & Gender Justice in the MENA Region. This report explores how artificial intelligence (AI) systems are reshaping civic space, reinforcing economic and gender inequalities, and transforming the dynamics of conflict and humanitarian action in the Middle East and North Africa (MENA). It illustrates how AI is often used to entrench state and corporate power, while highlighting emerging resistance and engagement in the region across the themes of:
- AI and the Shrinking of Civic Space
- and Biased Algorithms
- AI and Economic Inequality
- AI in War and Conflict
The objective of the assignment:
Oxfam plans to produce two “explainer” animations (one in Arabic and one in English) and two simple social media sharegraphics to help unpack and raise awareness of the issues raised in the research, and why the findings are relevant to our online audience.
Ideally the final product would be a mixture of information and graphic elements. Its overall aim is to provide a simple, visual, engaging and informative product that shows the real-life implications of the growing use of AI on the everyday lives of people in the region. The length of the final product will be determined based on the script and storyboard; however, it will not exceed 120 seconds.
The animation will be shared on all Oxfam MENA social media channels (Instagram, Facebook, Twitter)
Scope of the Assignment:
The Specific assignment will be to produce a 2D animation clip as the following:
- Drafting a storyboard for the animation based on the script that will be provided by Oxfam.
- Submit unpolished first draft for review.
- Incorporate all the requested editing and modification notes, this may tale several rounds to get to the final draft.
- Finalize the final draft (colour & sound polishing works in addition to any other graphical effects). The final copy must be Oxfam branded, Oxfam will provide its branding guidelines (colour palette and fonts).
Creative Brief:
The overall goal of the animation is to bring to life how the rapid adoption by AI can have real world impacts on the everyday lives of people. The research covers a number of themes and sub themes including Mass Digital Surveillance, Tech-Facilitated Gender-Based Violence, Job Automation and Gender Exclusion and Autonomous Weapons and Target Generation.
The animation will visually, with words and graphics, explain key facets of the research under these themes, aiming to create a creative product that gives a broad understanding of the issues by explaining a complicated emerging issue of how AI is reshaping civic space, reinforcing economic and gender inequalities, and transforming the dynamics of conflict and humanitarian action in the MENA region.
- SPECIFICATION OF SERVICES REQUIRED
The animation needs to visually, with words and graphics, explain key facts of the research under these themes, aiming to create a creative product that gives a broad understanding of the issues by explaining a complicated emerging issue of how AI is reshaping civic space, reinforcing economic and gender inequalities, and transforming the dynamics of conflict and humanitarian action in the MENA region.
Two versions of the animation video: Arabic and English. In full HD, including tailored spec versions for different social media channels. (Facebook & IG post + IG Reel & story + X) formats.
Arabic translation of the animation’s script to be proofread and approved by Oxfam
Two share graphics: Arabic and English developed using the same artwork from the video. To work as thumbnail and to be used separately.
If the supplier wishes to propose modifications to the specification (which may provide a better way to achieve Oxfam ´s objectives) these must be considered as an alternative offer. The Supplier must make alternative offers in a separate letter to accompany the offer. OXFAM is under no obligation to accept alternative offers.

Only quotations with combined scores of at least 55 points for the technical award criteria (approach paper and CV) qualify for the financial evaluation.
Oxfam withholds the right to conduct interviews with one or more potential suppliers before an award decision is made. The purpose of the interview is to seek further clarification on the submitted quotations and learn more about the background and previous experiences of the potential suppliers and their teams.
