Consultant (f/m/d) for the Conduction of a Study: Strong Female Voices in a United Syria

The project “Strong Female Voices in a United Syria” aims to strengthen the capacity of media workers and civil society representatives to counter disinformation and gender-based violence online through a comprehensive, multi-faceted approach. Building on lessons from successful regional projects, the project will adopt an interdisciplinary methodology, bringing together diverse experts to co-create solutions tailored to the Syrian context. A key element will be an ongoing network to promote collaboration and knowledge-sharing. As there is little data on gender-based violence, its players, narratives and possible response strategies in Syria, a study is needed which will form the foundation of the project.

Terms of Reference (ToR)
1. Objectives
- Overseeing the process of conducting a study on gender-based violence online in Syria.
- Organizing an online event in which the study is released, and stakeholders are involved.

2. Scope of Work
- Developing Terms of References for the Research-Team that will conduct the study.
- Supporting the selection process of the Research-Team.
- Following-Ups with the Research-Team during the conduction of the study.
- Reviewing the study and finalizing it for publication.
- Preparing the release of the study.
- Organizing an online release event in which stakeholders are involved.

3. Consultant Profile
- Broad understanding of the topic gender-based violence Online.
- Broad understanding of the Syrian context.
- Experience in overseeing the process of conducting studies in the MENA region.
- Experience in organizing online events.
- Fluency in Arabic (spoken and written), fluency in English (spoken and written).
- Strong communication and collaboration skills, with the ability to work independently and remotely as part of a team.
- Excellent organizational and documentation skills, including the ability to deliver high quality outputs within tight deadlines.

In case the tenderer must pay VAT or sales tax in his country, the financial proposal listed price has to include these costs. The price schedule may not include German VAT because as part of Germany’s public law body Deutsche Welle, DW Akademie is obliged to settle all German taxes directly with the German revenue authorities.
