Justice without Frontiers (JWF), a dynamic, active local non-governmental juristic organization founded in Beirut in 2005, is deeply committed to championing human rights, justice, democracy, peace, and the rule of law. Over the last decade, JWF's impactful work has addressed crucial initiatives, from addressing Sexual and Gender-Based Violence (S/GBV) to empowering women's access to justice, advocating for marginalized individuals, combating human trafficking, and more.
Brief Information of the Project
Empowering women and strengthening the resilience of vulnerable rural and urban communities in South Lebanon and Beirut is a three-year project implemented by a consortium of 3 NGOs, Justice without Frontiers, SHEILD, and JAFRA, led by Welthungerhilfe (WHH) and funded by the German Federal Ministry for Economic Cooperation and Development (BMZ). This project aims to strengthen women's livelihoods and increase the resilience of vulnerable communities engaged in smallholder and subsistence agriculture. Justice without Frontiers’ role in this program is to ensure that gender equality is mainstreamed into all project activities, provide tailored training for women in leadership skills and business development, provide legal support, and conduct gender analysis.
Request:
We are seeking a qualified consultant to develop a legal booklet on labor law. The objective of this consultancy is to develop a clear, user-friendly legal booklet (in Arabic) that includes simplified and practical information covering:
- Workers' rights and obligations (Lebanese and refugee workers (Syrian and Palestinian))
- Legal procedures and administrative steps for the agricultural sector, particularly in relation to women’s access to legal recourse, land ownership rights, and protection frameworks.
- Registration procedures and formalization from the informal to the formal sector, highlighting barriers faced by women farmers and refugee women, and the impact of formalization on their legal protections and access to justice.
- Roles and coordination mechanisms among relevant ministries and authorities: Ministry of Agriculture, Ministry of Labor, Ministry of Social Affairs, Ministry of Economy, and Ministry of Industry, especially in implementing laws protecting women from sexual harassment and exploitation, and supporting women’s land and labor rights.
- Labor law provisions applicable to the agriculture sector and agricultural workers
- The local and international agreements that Lebanon is part of, along with national policies and strategies that contain provisions related to the agricultural sector, with a focus on gender equality, women’s land rights, protection from trafficking, and access to justice for women farmers
Scope of Work
- Conduct Desk Research: Review relevant labor laws, analyze legal frameworks, Policies, and strategies applicable to agriculture workers, especially women in agriculture
- Write the content in clear, concise, and legally accurate language that is accessible to both legal professionals and the general public.
- Ensuring the content is easily understood by non-experts.
- Submit the first draft of the booklet to the JWF team for review and feedback.
- Incorporate any comments or suggestions received and revise the document as needed to ensure that it aligns with the goals of the project
- Provide a finalized version of the booklet. The booklet should be in a digital format (e.g., PDF) (40-50 pages)
Required Skills and Experience:
- A degree in Law, with a specialization in Labor Law
- Proven experience in legal drafting, particularly related to labor law
- Familiarity with Lebanese labor laws and administrative procedures
- At least 3 years of professional experience working with labor law
- Familiarity with the procedures of relevant Lebanese ministries (Ministry of Labor) and the implementation of labor regulations.
- Strong writing and communication skills in Arabic.
