Violence and Displacement in the Nord-Ouest Department - Flash Update No.1 as of 22 September 2025

This report is produced with the support of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), in collaboration with humanitarian partners active in the Artibonite department and based on the information available.

SITUATION OVERVIEW

More than 2,000 people have been displaced following the armed attack carried out on 18 September by members of armed groups against the commune of Bassin-Bleu, in the Nord-Ouest department, according to the Departmental Directorate of Civil Protection. A teacher was killed during the attack. The police station was set on fire, and several businesses as well as homes were looted. Population movements have been observed towards the town of Port-de-Paix and into the rural sections of La Plate, Foison, Moustiques, and Cahot Daty. This is the first security incident recorded in this department.

COORDINATION

A meeting was held on 19 September with the Director of the Departmental Civil Protection of the Nord-Ouest, in collaboration with OCHA, in order to better understand the situation of displaced persons and to follow up on these movements, with a view to a possible assessment of their needs. The meeting led to agreement on the next steps regarding information collection and coordination to guide the humanitarian response.
