Implementation agreement for unconditional cash transfers in Lebanon

PROJECT BACKGROUND
1. General Background With funding from the Spanish Cooperation Agency (AECID), the Movement for Peace in Lebanon (MPDL), and its partners the Lebanese Society for Studies and Training (LOST) and Association Najdeh (Al Najdeh) are implementing a project: “Contribute to reduce the impact of the crisis humanitarian in Lebanese women and refugees in Beqaa.” which focuses on. Improved the living conditions, response capacity, and coexistence of Lebanese and refugee women in extremely vulnerable situations facing Lebanon’s forgotten humanitarian crisis in Baalbek and Bar Elias.
The intervention is designed to enhance the living conditions, strengthen response capacities, and promote peaceful coexistence among Lebanese and refugee women within some of the most vulnerable and neglected communities in Lebanon, specifically in Baalbek and Bar Elias. This initiative addresses a critical and often overlooked humanitarian crisis, aiming to support women and girls who are facing extreme hardship and marginalization. Central to the program is the provision of unconditional cash transfers, which will serve as an immediate and flexible form of assistance. These cash distributions are intended to empower women by giving them the autonomy to meet their essential needs, improve their overall well-being, and foster resilience within their communities. The emergency aid will be carefully targeted to reach the most vulnerable Lebanese and refugee women and girls, with distributions scheduled over a 24-month period. Communication regarding distribution schedules and delivery deadlines will be maintained through SMS notifications to ensure transparency and timely access to assistance. To monitor progress and assess the impact of the intervention, two comprehensive online surveys will be conducted one midway through the program and another at its conclusion. The mid-term survey results will inform any necessary adjustments to the intervention, ensuring it remains responsive to participants’ evolving needs. The final survey will delve into broader aspects, including changes in coping mechanisms, lifestyle habits, and perceptions of gender-based violence (GBV). This comprehensive evaluation aims to capture the program’s effectiveness in improving the lives of women and girls, and to inform future initiatives targeting similar vulnerable populations.
PROPOSAL SUBMISSION PROCEDURE
The bidding money transfer agency must submit the proposed offer “Technical and Financial Proposals” in separate digital folders mentioning “Technical Proposal” and “Financial Proposal” on each digital folder so that the financial information could not be revealed before financial proposal opening. The two digital folders saved in one digital folder (zipped) with the title saved as the full name of the bidder, followed by the “MPDL-2024 Cash assistance”, and date of submission.
