1. Background
International Alert is implementing an activity in South Lebanon aimed at strengthening the role of women mediators from Ein El Helwe camp in preventing conflict and fostering social cohesion. This initiative falls under the Prevention pillar of UNSCR 1325: Women, Peace and Security, which seeks to ensure women’s meaningful participation in peace and security processes at the community level.
Women mediators in Ein El Helwe play a critical role in preventing tensions and bridging divides, yet they often lack access to tailored training and structured mentorship. This consultancy will provide them with both targeted learning and ongoing coaching to design and implement a practical initiative addressing root causes of conflict in their communities.
2. Objective of the Consultancy
The overall objective is to strengthen the knowledge, skills, and practical capacities of women mediators in Ein El Helwe so they can play an active and visible role in conflict prevention and social cohesion. Specifically, the consultant will:
- Design a 2-day training workshop tailored to the Ein El Helwe context.
- Facilitate the workshop to enhance skills in conflict analysis, mediation, and community-driven prevention approaches.
- Coach mediators during the design and implementation of a small-scale initiative addressing local conflict drivers.
- Document outcomes and learning for International Alert and partners.
3. Scope of Work
The consultant will work with International Alert to deliver the following:
- Workshop Design (1.5 days)
- Develop training agenda, content, and materials tailored to women local mediators in Ein El Helwe.
- Integrate participatory, gender-sensitive, and conflict-sensitive methodologies.
- Workshop Delivery (2 days)
- Deliver a two days in-person workshop for women mediators in October.
- Facilitate interactive sessions and practical exercises on conflict analysis, and local conflict prevention strategies.
- Follow-up Coaching (2 days)
- Provide technical guidance and mentorship to mediators during the design and early implementation of a community-based initiative.
- Support women mediators in applying workshop knowledge to address real community tensions.
- Final Reporting (0.5 day)
- Submit a concise report (5–7 pages) covering workshop outcomes, initiative progress, lessons learned, and recommendations.
4. Deliverables
- Training agenda and materials.
- Delivery of a 2-day workshop.
- Coaching sessions with women mediators during initiative design and implementation.
- Final consultancy report.
5. Timeline and Level of Effort
The consultancy will be delivered over 6 working days, allocated as follows:
- 1.5 days – Workshop design & preparation
- 2 days – Workshop delivery
- 2 days – Follow-up coaching
- 0.5 day – Final report
6. Required Qualifications
- Advanced degree in Peace and Conflict Studies, Gender Studies, International Relations, or related field.
- Minimum 5–7 years of experience in conflict prevention, mediation, or Women, Peace and Security (WPS).
- Proven expertise in designing and delivering participatory workshops for women/community leaders.
- Strong understanding of the Lebanese context; experience in Palestinian camps is an asset.
- Excellent facilitation, mentoring, and reporting skills.
- Fluency in Arabic and English.
7. Management and Coordination
The consultant will work under the supervision of International Alert’s Project Manager, with logistical support from Alert’s Lebanon team.
