1. Introduction
ARK Group DMCC (ARK), in partnership with the Lebanese Palestinian Dialogue Committee (LPDC), invites Expressions of Interest (EOI) from qualified firms or consultants to conduct a feasibility assessment related to the introduction of biometric identification systems. The objective of this assignment is to evaluate the technical, financial, and operational feasibility of introducing secure biometric ID cards within a complex governance environment.
2. Scope of Work
The selected firm or consultant will be expected to:
- Review biometric identification technologies and assess their potential applicability to the local context.
- Analyse financial, institutional, and operational requirements for potential solutions.
- Identify risks, challenges, and opportunities associated with the introduction of biometric IDs.
- Engage with relevant stakeholders and conduct desk-based research to inform findings.
- Produce a final feasibility report with options and recommendations.
3. Eligibility Criteria
Interested firms or consultants should demonstrate:
- Proven experience in feasibility assessments, preferably in biometric identification, digital identity systems, or secure document management.
- Technical expertise in biometric technologies, data management, and data protection.
- Experience working in sensitive or politically complex environments.
- Experience in engaging political and security actors
- Strong analytical, stakeholder engagement, and report-writing skills.
- Relevant qualifications and professional certifications of key personnel.
5. Submission Requirements
Interested parties should submit:
- A cover letter confirming interest and outlining suitability for the assignment.
- An organisational profile (or CV for individual consultants) highlighting relevant expertise.
- Details of previous assignments of a similar nature, including client references.
- CVs of key personnel expected to be involved in the work.
- A short statement of understanding of the assignment and the firm/consultant’s added value.
6. Assessment Process
ARK will review submitted EOIs against the eligibility criteria. Shortlisted applicants will be invited to submit a full technical and financial proposal against the full terms of reference and project scope.
