MEAL Consultant

Oxfam in Lebanon is in the process of conducting a nationwide assessment to identify the needs and vulnerabilities of people at heightened risks.

Oxfam has conducted an in-depth quantitative data collection with 1,540 households to explore their needs and vulnerabilities. Complementary qualitative data collection is ongoing in-house with 62 community members, focal points and sectoral specialists. 

Oxfam in Lebanon is seeking a qualified consultant to extend and deepen the statistical exploration of the already existing quantitative analysis, and lead qualitative analysis, sensemaking, validation and reporting, ensuring both strands of evidence are brought together to inform a comprehensive and clear final report. Oxfam will provide the foundation through initial quantitative analysis, while the consultant is expected to deliver a robust, clear, and relevant quantitative and qualitative analysis of the nationwide needs assessment and to produce a quality report and visualization products that translate findings into actionable recommendations for Oxfam in Lebanon and feed into its submission to ECHO under the 2026 HIP.

Interested facilitators should submit their:

  • Detailed CV.
  • At least two sample report from previous consultancy assignments of a similar nature.
  • A technical proposal which includes a suggested methodology of analysis.
  • A financial proposal, including the rate per day, as well as all the estimated costs including, communication and transportation.
  • Minimum of three references of similar activities implemented, preferably INGO or local NGO experiences.
  • Registration and official government documents, if applicable. Noting that 8.5% will be deducted from the total amount if not registered.
  • Banking details.

Lebanon’s overlapping crises, economic collapse, governance fragility, protracted displacement, and war-related shocks, have heightened protection risks across population groups (Lebanese host communities, refugees, migrants, and IDPs). 1 Desk Review

•           Overview existing information on needs from reliable sources and identify gaps

•           Rapid review of tools, sampling, fieldwork notes, and meta-data

4.2 Data Preparation

•           Import raw data, validate variable types, ranges, and skip patterns

•           Remove duplicates, address outliers with appropriate mitigation rules

4.3 Analysis

•           The quantitative analysis will build on analysis work already initiated by Oxfam, which has undertaken the initial descriptive and stratified examination of the quantitative dataset. This includes the production of frequencies, correlations, unique profiling and mapping of vulnerabilities, and measures of means and medians, and stratified tables by core demographic, specific groups, nationality, gender orientation and other vulnerability variables. The consultant will be expected to continue and expand this work, rather than starting from scratch.

•           Quantitative Expansion: Conducting more advanced cross-tabulations and statistical tests across gender, age, disability, nationality, location, and other relevant variables. This should include reporting of p-values, effect sizes, and confidence intervals where relevant, to ensure statistical robustness. Additional quantitative metrics and variables—particularly those not fully explored by Oxfam due to time constraints—should be integrated into the analysis, ensuring a deeper understanding of the dataset.

•           Equity and Intersectional Lens: Applying an equity-focused perspective by examining how overlapping factors (e.g., gender × disability × location, or age × nationality × socio-economic status) influence access, outcomes, and vulnerabilities. This intersectional analysis will be critical for highlighting groups at heightened risk or with unique needs.

•           Qualitative Analysis Leadership: Designing and leading the qualitative data analysis, including focus group discussions, key informant interviews, or other participatory methods as appropriate. The consultant will triangulate qualitative findings with the quantitative results, thereby contextualizing patterns observed in the data and enriching the overall evidence base.

•           Synthesis and Interpretation: Following sensemaking and validation, the consultant will integrate both quantitative and qualitative evidence into a cohesive narrative, drawing out actionable insights, and providing practical recommendations for programming and policy.

 

4.4 Reporting

•           Draft and final needs assessment report with methods, results, interpretation, limitations, and programmatic recommendations

•           Executive Brief (a maximum of 5 pages) for decision-makers such as Oxfam in Lebanon Country Leadership Team (CLT) and other stakeholders.

 

4.5 Validation

•           Validation session (only one) for Oxfam in Lebanon staff on methods, interpretation, and main findings.

 

The consultant will adopt a two-phase approach in line with Oxfam’s standards. Phase 1 will focus on a secondary data review to map existing information and identify gaps. Phase 2 will involve the analysis of primary quantitative and qualitative data collected by Oxfam team.

These project tasks should be led by an individual with:

  • 5+ years in data analysis experience.
  • Strong understanding of the landscape in Lebanon.
  • Strong understanding of the humanitarian structure in Lebanon.
  • Commitment to safeguarding, do-no-harm, informed consent, and data protection
  • Excellent interpersonal, facilitation, and communication skills; ability to work collaboratively with Oxfam staff, partners, and community members.
  • Organizational skills, time management, and ability to manage multiple responsibilities.
