- Applicants may choose to apply for one, two, or all three lots. The Safadi Foundation reserves the right to select multiple providers under this TOR based on expertise, capacity, and relevance to each lot.

Program Background
TARABUT — Together Advancing Resilience And Building Unity in Tripoli — is a two-year initiative (April 2025 – March 2027) designed to unite the people of the Fayhaa Union—Tripoli, Qalamoun, El Mina, and Beddawi—across all sectors and backgrounds. Whether you're part of a grassroots movement, a business, an NGO, or a public or private institution, TARABUT invites you to be part of a collective journey to rebuild trust, foster collaboration, and shape a brighter, more peaceful future for our communities.
Funded by the European Union and implemented by the Safadi Foundation in partnership with AIDA, TARABUT focuses on unity, resilience, and cultural innovation. Through strategic capacity building, inclusive engagement, and community-driven action, the project empowers local actors to lead meaningful change and strengthen social cohesion across the region.
Capacity-Building Program Background
In line with the “T.A.R.A.B.U.T” initiative, the Capacity-Building Program stands as a key driver for fostering social cohesion and sustainable development across the greater Tripoli area. Grounded in a systemic and inclusive framework, the program is based on mapping findings and detailed needs assessments of the roles, relationships, and capacities of diverse local actors. By integrating gender-specific data and analyzing horizontal and vertical cohesion dynamics, the program actively responds to structural inequities and social fragmentation in the Al Fayhaa region, including Tripoli, Mina, Beddawi, and Qalamoun. It targets key groups such as youth, women, civil society organizations, entrepreneurs, and public sector representatives, seen as catalysts for local development and community change. Through technical and financial empowerment pathways, including subgrants for local initiatives, the program translates knowledge into practice, and practice into long-term impact.
Target Audience & Scope of Work
The target audience for the "T.A.R.A.B.U.T." initiative initially includes:
- Local Communities: Residents of Tripoli, particularly those affected by social segregation based on sex, age, religion, nationality, functional diversity, and socio-economic status.
- Public Institutions: Government bodies and local authorities involved in social cohesion and development programs.
- Private Sector Actors: Businesses and private organizations that can contribute to and benefit from enhanced social cohesion.
- Civil Society Organizations: NGOs, community groups, and other non-profit entities working towards social development and cohesion.
- Marginalized Groups: Specific focus on women, youth, and people with functional diversity, ensuring their inclusion and active participation.
- Social Development Professionals: Experts and practitioners in the field of social cohesion and community development.
- Individuals and Local Activists: Community members and activists who play a crucial role in promoting social cohesion and advocating for change.
Brief for Terms of Reference (ToR) – Planned Approach
Objective
This two-year capacity-building program is designed to equip stakeholders across Al Fayhaa Union with the tools, knowledge, and collaborative skills needed to lead inclusive, community-driven change. Through multi-day workshops and training sessions, the program will address key themes such as conflict sensitivity, corporate governance, inclusive local development planning, public-private partnership strategies, and human-centered project design.
The initiative responds to persistent social segregation and structural governance challenges in the region. Tailored to distinct target groups and delivered through participatory learning, coaching, info-sessions, and mentorship, the workshops aim to build shared understanding and foster leadership across communal divides. With an outreach goal of approximately 250 participants, the program adopts a phased approach, culminating in multi-stakeholder forums to spark dialogue and innovation.
Additionally, the program will serve as a bridge to financial empowerment: selected trainees will be eligible for competitive subgrants to implement community-based initiatives, embedding the values of inclusion, resilience, and collaboration across Tripoli’s social fabric.
Scope of Work (Applicable to All Lots)
The contracted expert(s)/organization(s) will be responsible for the following:
Program Design
- Review and incorporate findings from mapping exercises and capacity needs assessments.
- Develop modular, context-specific training curricula tailored to each target group.
- Integrate cross-cutting themes: social cohesion, resilience, gender equity, inclusion, SDGs, and conflict sensitivity.
- Develop training kits, materials, and handouts.
Training Delivery
- Conduct workshops for:
- Small businesses and entrepreneurs (20 participants each)
- Local civil society organizations (20 participants each)
- Youth and women community connectors (25 participants each)
- Public sector actors (customized sessions based on Union-level findings)
- Provide mentorship and coaching follow-up sessions.
- Organize informational sessions in each municipal area for relevant stakeholder categories.
Monitoring & Reporting
- Design and apply pre/post assessment tools to measure impact.
- Submit progress reports, final evaluations, and recommendations.
- Provide documentation of curricula, attendance, and workshop outputs.
Lot Breakdown
Lot 1: Social Cohesion – Capacity Building for Community Stakeholders
- Design and deliver workshops and training sessions focused on social cohesion.
- Tailor content to four distinct target groups based on assessed needs.
- Collaborate with municipalities to develop adaptable agendas and localized plans.
Lot 2: Private Sector & Public Sector Development
- Design and deliver training programs and info sessions for business owners, entrepreneurs, and public sector actors.
- Focus areas include:
- Integration of SDGs into private sector practices
- Corporate governance and corporate social responsibility
- Policy development and implementation with emphasis on social inclusion and gender equity
Lot 3: Civil Society Capacity Building
- Design and deliver technical and practical trainings for local CSOs.

- Community-based program design and implementation
- Budgeting, report writing, and proposal development
Methodological Considerations and Program actors
To ensure relevance, impact, and sustainability of the Capacity-Building Program, the selected provider should adopt:
- Needs-Based Program Design: Integrate findings from mapping assessments and allow for flexible adaptation to evolving community needs and stakeholder dynamics.
- Systemic Capacity Building: Address knowledge, skills, attitudes, relationships, and institutional dynamics to enable transformative social change and cross-sector collaboration.
- Multi-Stakeholder Engagement: Include center learning approach around the experiences of participants, enabling small businesses, youth, women, and CSOs to reflect and co-create solutions tailored to the local context.
- Peer-to-Peer Exchange and Mentorship: Facilitate dialogue between local actors to promote horizontal knowledge-sharing and cultivate leadership.
- Interactive Facilitation: Prioritize experiential learning through simulations, role-play, group discussions, problem-solving tasks, and team-based activities.
- Monitoring and Feedback: Apply pre- and post-training evaluations, feedback forms, and learning assessments to refine sessions and measure outcomes.
- Gender and Inclusion-Sensitive Program: Ensure gender mainstreaming and function diversity inclusion principles to promote equitable participation.
- Conflict Sensitivity: Use do-no-harm principles and account for local political and social sensitivities.

The Capacity-Building Expert/ Company under this Terms of Reference will be delivered over the course of the TARABUT Project’s implementation, with the potential for extension, ensuring a thorough coverage of outlined topics and the achievement of satisfactory outcomes.
Delivery Principles
- Needs-Based Design: Curricula and session content should be tailored based on findings from gender-responsive mapping and stakeholder consultations.
- Content Validation Requirement: All training activities should be conducted only after formal approval of training materials and curricula by the Safadi Foundation. This ensures alignment with program objectives, sensitivity to local context, and quality assurance across all stakeholder engagements.
- Stakeholder-Centered Approach: Sessions will be co-designed with input from relevant groups to ensure relevance, inclusivity, and ownership.
- Interactive Delivery: Training will prioritize participatory techniques such as group work, case studies, simulations, and experiential learning.
- Flexible Modalities: Activities may include in-person and remote sessions based on access needs, including accommodations for participants with disabilities.
- Monitoring and Feedback: Sessions will be supported by feedback loops and assessment mechanisms by generating training reports, impact stories, and visibility materials that amplify the initiative’s outcomes through social media and stakeholder networks.
