The purpose of the post is to assist in, and support AL-JANA in NFIs distribution operations, data management, streaming and reporting on operations implemented in Wadi El Zayneh by the distribution teams managed by AL-JANA in the frame of the program.
Project Background: The Arab Resource Center for Popular Arts (ARCPA), commonly known as AL-JANA, is deeply committed to engaging marginalized communities in Lebanon through a multifaceted approach. Our focus extends to empowering children and youth, nurturing their capacities in pivotal areas such as conflict transformation, active learning, and innovative expression. In partnership with UNICEF, AL-JANA is rolling out a large-scale distribution of Family Hygiene Kits across Saida and Wadi Zayneh area.
Key Tasks & Responsibilities:
- Lead and supervise distribution operations onsite across three distribution locations.
- Act as line manager for distribution site teams, site Managers, site registration Clerks, site Cash for work laborers and site crowd management support staff in addition to Information Management Reporting Officer and Logistics and Finance Assistant.
- Conduct individual and group meetings with the designated distribution site teams as needed, review, offer recommendations, and brainstorm durable solutions for challenges
- Ensure distribution site teams are aware of UNICEF/partner related standard operating procedures SOPs and accountability to affected people (AAP).
- Ensure distribution site teams are well prepared prior to each distribution launch with operational plans, guidelines, roles and capacity building including verification, crowd management best practices, safeguarding and code of conduct and
- Ensure distribution site teams act in compliance with standard operating procedures, SOPs and guidelines.
- Ensure that distributions are delivered adhering to best practices, do no harm guiding principles, safety, respect, and non-discrimination guidelines.
- Ensure Beneficiary Feedback Mechanism BFM and feedback channels are informed on, functional and active. Incident and complaint logs with resolutions records are in line with AAP, BFM guidelines.
- Provide support for capacity building for distribution site teams.
- Coordinate with logistics and finance officers for timely supply and reconciliation. Ensure records of beneficiary reached, site monitoring, and compliance are regularly performed according to plans and adhered to.
- Write M&E reports and checklists, documenting key performance, achievements and recommendations
- Consolidate reporting from sites into weekly and monthly updates to share with his/her supervisor.
- Serve as focal point of AL-JANA with Lead partner NGOs, and UNICEF field teams.
- Ensure visibility and communication materials are deployed at sites.
- Contribute to meetings, consultations, and discussions with Lead partner NGO, and donor, and other relevant stakeholders as needed.
- Participating in training offered by AL-JANA and UNICEF
- Frequent travel to distribution sites.
- Supporting with any other responsibilities assigned by the line manager/s within AL-JANA Programs
- The Project Supervisor will work under the supervision of AL-JANA line manager/s to whom he/she will report, and act in liaison with his/her manager/s and donor teams.
Qualification & Job Requirements:
- Bachelor’s degree in public health, Logistics, Business, Social Sciences, or related field (master’s an asset).
- Minimum 5 years of professional experience in humanitarian operations, including at least 2 years managing large-scale distributions and supervising teams is a strong asset.
- Related training and professional and personal skills development is preferential priority, particularly in constructive team leadership skills, ability to work under pressure within community based setting including coordination and negotiations or managing high level communications with local stakeholders, official and other non-official localized authorities, community representatives and camps popular committees.
- Strong focus on prevention and mitigation priorities, with swift response to needs
Other Personal Qualifications:
- Familiarity with basic principles of field operations and managing field teams.
- Aptitude for high frequency mobility, communication, coordination and negotiations and trouble shooting.
- Knowledge of required operational needs, tools and equipment
- Flexible and responsive to program challenges, with willingness to take on additional tasks as needed.
- Ability to manage documentation, communication and reporting in English is a must
- Applicants who have previously worked or are currently working in similar positions living in, or adjacent to camps and gatherings will be prioritized
