Junior MEAL Officer

The Rene Moawad Foundation is recruiting a Junior MEAL Officer who will support the implementation of MEAL activities at the field level, ensuring that data collection, accountability, and learning processes are effectively conducted in line with RMF’s MEAL framework and donor requirements.

The role focuses on maintaining transparency, ensuring community participation, and collecting accurate information to support project monitoring and evaluation.

2. Key Responsibilities
A. Monitoring and Data Collection
•    Conduct routine field visits to monitor project activities and verify data accuracy.
•    Collect quantitative and qualitative data through surveys, phone interviews, and on-site observations.
•    Support in the pre- and post- testing and deployment of MEAL tools (Kobo, ODK, CommCare, Excel trackers).
•    Ensure timely submission of completed questionnaires, datasets, and field reports.
•    Collect Means of Verification (MOVs) such as attendance sheets, photos, signed distribution lists, and other supporting evidence.
•    Support the MEAL department in maintaining databases and verifying data consistency with field reports.
B. Accountability to Affected Populations (AAP)
•    Serve as the focal point for accountability and feedback mechanisms at the field level.
•    Conduct accountability and transparency sessions with communities and beneficiaries before the start of each activity or distribution.
•    Manage and document complaints and feedback received through different channels (in-person, hotline, WhatsApp, boxes, etc.).
•    Ensure all complaints and feedback are registered, classified, and referred to the responsible staff for timely follow-up and resolution.
•    Report trends and recurring issues to the MEAL Manager for corrective actions.
•    Promote community awareness on RMF’s safeguarding and PSEA (Prevention of Sexual Exploitation and Abuse) commitments.
C. Field Monitoring and Transparency
•    Ensure field-level implementation is aligned with RMF’s standards of transparency and accountability.
•    Monitor the distribution of in-kind items, verifying eligibility and fairness during the process.
•    Document any irregularities or risks and report them to the MEAL Manager.
•    Ensure donor visibility materials (banners, stickers, t-shirts, etc.) are properly displayed and photographed during activities.
•    Participate in coordination meetings and ensure MEAL visibility in field operations.
D. Focus Group Discussions (FGDs) and Qualitative Assessments
•    Organize and facilitate FGDs, key informant interviews (KIIs), and participatory assessment sessions.
•    Take accurate notes, record quotes, and summarize feedback from community discussions.
•    Support the preparation of FGD guides, participant lists, and consent forms.
•    Compile qualitative findings and highlight key issues raised by beneficiaries for reporting.
E. Reporting and Learning
•    Contribute to the preparation of weekly and monthly MEAL activity reports.
•    Provide field-level analysis and observations to support project improvement and adaptive learning.
•    Participate in after-action reviews and learning sessions.
•    Ensure confidentiality and data protection standards are respected in all MEAL-related tasks.

•    Field monitoring visit reports with findings and recommendations.
•    Photos and documentation ensuring donor visibility.
•    FGD summaries and qualitative analysis notes.

•    Direct Supervisor: MEAL Manager / Senior MEAL Officer
•    Technical Support: MEAL Department / Senior MEAL Officer
•    Coordination With: Project Officers, Field Coordinators, Senior MEAL Officer.

5. Qualifications and Competencies
Education:
•    Bachelor’s degree in Social Sciences, Statistics, Development Studies, or any related field.
Experience:
•    At least 1–2 years of experience in data collection, MEAL, or humanitarian fieldwork.
•    Previous experience with accountability or community feedback systems is a strong asset.
•    Familiarity with KoboToolbox, ODK, CommCare or other digital data collection tools.

•    Strong communication and interpersonal skills with communities.
•    Commitment to transparency, accountability, and safeguarding principles.
•    Attention to detail and accuracy in data entry and reporting.
•    Ability to work independently and within a team under field conditions.
•    Flexibility to travel frequently to remote project sites.

6. Working Conditions
•    The position requires regular field travel to project sites and distribution points.
•    Work may include extended hours during peak data collection or distribution periods.
•    The Junior MEAL Officer must adhere strictly to RMF’s code of conduct, safeguarding, and confidentiality policies.

 

Duty Station: Based in Mejdlaya RMF office (with frequent visits to projects sites)
