1. Summary
The Project Manager is responsible for the overall and effective management of several of Mada’s projects and initiatives in Beirut, primarily within the food security, social stability, and peacebuilding sectors. The Project Manager also oversees Mada Platform – a hub that supports grassroot and community-led initiatives with social and/or environmental impacts.
The Project Manager works from Mada's Beirut office, with visits to project sites mainly across Beirut and Tripoli, but potentially also other areas across the country. The Project Manager supervises a team of Officers and Assistants.
This role is central to the entire project cycle, from planning and implementation to budget management, monitoring, reporting, and external representation across assigned projects.
2. Tasks and Responsibilities
Project Implementation and Management
- Ensures a clear implementation plan is in place for each project, guiding the work of the team.
- Guides the day-to-day implementation of all project activities with a strong focus on quality, ensuring activities proceed in accordance with project documents and logical frameworks.
- Manages the budgets for all assigned projects, including expenditure planning and monitoring.
- Ensures funds are spent within the timeframe acceptable to both Mada and the donors, ensuring all rules and regulations are adhered to.
- Oversees operational processes (outreach, procurement, etc.) for all projects.
- Ensures that risk management and contingency planning are included at all stages of the projects.
- Ensures all donor contractual requirements are fulfilled throughout the entire project periods.
- Ensures Mada's values and principles are integrated into all project activities.
Project Reporting and Communication
- Sets clear timelines for all donor reports (both narrative and financial) and coordinates the reporting process with all relevant staff, assuming ultimate responsibility for quality and timely submission.
- Ensures that data is collected on a regular basis for timely and quality reporting, designing or improving tools as needed in coordination with the MEAL team.
- Ensures the visibility of the projects as per Mada and donor agencies' standards.
- Communicates regularly with the Executive Director and submits internal reports as required.
- Ensures that success stories, challenges, and lessons learned are documented.
Field Supervision and Capacity Building
- Leads on the design and implementation of needs assessments, outreach, and targeting in collaboration with the MEAL team.
- Conducts regular field visits to project activities and sites.
- Establishes and maintains clear lines of communication with project staff and ensures internal communication is effective.
- Conducts regular meetings with all relevant staff and stakeholders.
External Representation and Coordination
- Acts as a primary point of contact with donors and partners for coordination and communication.
- Coordinates with municipalities, local authorities, relevant governmental departments, community leaders, and other stakeholders.
- Attends national-level coordination meetings and relevant working groups and other relevant events.
- Ensures bilateral coordination with other local and international actors to avoid duplication and collect information on gaps and needs.
Manages and scales the Mada Platform, ensuring it functions as a vibrant hub
- Provides and outsources technical and thematic support to currently supported groups and initiatives.
- Identifies and leads outreach to new groups in line with Mada’s values and mission.
- Facilitates networking, knowledge sharing, and linkages between Platform members.
- Works with the team to ensure the Platform's content is relevant, up-to-date, and effectively serves the needs of the community.
Accountability to Communities and Beneficiaries
- The Project Manager is responsible for ensuring that all relations with local communities are positive and conducted in a respectful and consultative manner.
- Due attention must be paid to ensuring that communities are adequately consulted and informed about Mada's activities, objectives, selection criteria, and methodologies to ensure transparency.
3. Qualifications
- Degree or related experience in International Development, Humanitarian Studies, Peace and Conflict Studies, Agroecology, Business Administration, or a related field.
- A minimum of 3-5 years of experience in NGO project management, preferably in the development, humanitarian, or peacebuilding sectors.
- Demonstrable experience in managing projects from multiple donors. Experience with the EU and OCHA is preferred.
- Proven experience in narrative and financial reporting, and complex budget management.
- Strong leadership, team management, and capacity-building skills.
- Excellent communication and interpersonal skills, with the ability to work with a broad spectrum of people (staff, partners, beneficiaries, and local authorities).
- Excellent English and Arabic skills (written and oral). French is an asset.
