UPDATE (Nov 3): Submissions must be for BOTH locations (South & Bekaa), not for one of them.

Anera requests your offer for the service/goods specified in the attached Request for Quotation (RFQ). We would appreciate receiving your quotation on or before November 6, 2025 by E-mail to procurement@aneralebanon.org clearly marked the above reference number. Your quotation must be valid for at least 30 days.

Location(s): Tyre (South) and Central Bekaa.

Special Condition: The bidder is prohibited from supplying or delivering any item that is considered banned by the ministry of Agriculture in Lebanon. Anera shall not pay for any item delivered that is not approved by the ministry.

Warranty: The service provider guarantees that goods shall be delivered professionally and in line with industry standards. Any identified deficiencies within agreed time period shall be replaced at no additional cost, ensuring the deliverables meet agreed-upon standards and scope. Confirmation of acceptance shall be a condition for the effectivity of the PO that will be signed by and between the successful Bidder and Anera. 

Qualification of the bidder:

• The Bidder is expected to examine all instructions, forms, terms and specifications in the attached bidding documents prepared for the selection of the bidder. 
• Copy of Certificate of incorporation or equivalent document verifying legal status/capacity with relevant government agencies or memorandum and article of association within the resident country
• Copy of TAX registration or equivalent document verifying tax submission to the designated authorities or governmental institutions;
• Confirmation statement by a letter or email that your entity is not blacklisted within UN, OFAC and EU.
• Submission of documents which demonstrates that the bidder can meet or exceed the listed non-cost factors that determine technical acceptability.
• Offered specifications of the requested materials/supplies including the physical properties, specifications, manufacturer name and the country of origin. i.e. datasheets.

Failure to furnish all information required as per the bidding documents or to submit a bid not substantially responsive to the bidding documents in every respect will be at the Bidder’s risk and may result in bid rejection.

Information for bidders:

• Your offer should take into consideration and detail any duty or VAT charges separate from the unit price item.   
• Anera reserves the right to accept either the entirety or a portion of your offer. This includes the option to divide the award between multiple bidders across different locations, as deemed necessary for the successful implementation of the project.
• Information provided by the bidder will constitute the basis for any eventual award of contract and/or purchase order (PO).
• Purchase order/contract will be awarded to the bidder for the best value of money.
• Offer should be valid for at least 30 days.

Payment Terms:

The Standards payment terms are up to 30 days upon receipt of vendor invoices and proof of provision of satisfactory goods and/or service to the designated location defined by Anera.

Transmission of offer: Send your quotation via email to procurement@aneralebanon.org no later than November 6, 2025 at 16:00 (Beirut local time), quoting our ref. number LB/RFQ/ANERA/BEY/2025/570. Later quotations and quotations sent to or copied to any other e-mail address may automatically disqualified.
