Establishment of Long-Term Agreements (LTAs) for Service Providers- Call for Quotations- BOQ and Deadline Updated

1.    Entity Background  
 
Transparency International Lebanon – No Corruption (TI-LB) is Lebanon’s leading advocate for transparency, accountability, and good governance. Since 1999, TI-LB has been on the front lines of the fight against corruption, working to strengthen institutional integrity across Lebanon’s public and private sectors. As the national chapter of Transparency International, we believe in more than just envisioning a corruption-free society—we are actively making it happen by driving change, empowering citizens, and holding institutions accountable. 
 
With a people-centered approach, TI-LB tackles corruption from multiple angles, guided by a robust Impact Matrix that emphasizes three core areas: Policy & Institutional Change, Behavior Change, and Awareness & Outreach. We operate as a guiding thread and conveying channel between international organizations, civil society, and citizens, creating a chain of dialogue and collaboration that promotes a participative approach to anti-corruption efforts. This continuous exchange of information fosters transparency, ensures well-informed communities, and bridges gaps between global standards and local needs. 
 
To achieve meaningful, lasting change, TI-LB builds robust, long-term partnerships with a network of dedicated national, local, and international organizations working across Lebanon. These partnerships enhance our strategic reach, propelling TI-LB to deliver anti-corruption initiatives that are both globally aligned and locally impactful. By combining international standards with deep community engagement, we ensure that our programs not only meet global benchmarks but are also highly responsive to Lebanon’s unique governance challenges and diverse community needs. 
 
 
 


 
2.    Scope of work:  
 

 Transparency International Lebanon – No Corruption (TI-LB) seeks to prequalify professional service providers across several categories to support its ongoing operations, communications, and event-related activities.
The selected suppliers will be considered for the establishment of Long-Term Agreements (LTAs) and may later be invited to submit quotations for specific assignments as needed.
Interested companies or individuals may apply for one or more of the following categories:

1. Printing & Production Services

Provision of high-quality printing and branding materials, including but not limited to: brochures, flyers, banners, roll-ups, folders, branded giveaways, backdrops, and other communication materials.
-    Printing houses are requested to fill and submit the attached Excel pricing form with unit prices, production lead times, and available materials;
-    Submissions should also include a company profile, portfolio of past work, and information about production capacity and delivery methods.

2. Graphic Design & Creative Agencies

Design and layout of communication materials for both digital and print use, including:
-    Reports, brochures, infographics, and factsheets;
-    Social media visuals and campaign materials;
-    Event and visibility designs (banners, signage, invitations, etc.);
-    Branding concepts and creative direction for institutional projects.

Applicants should provide a company profile, portfolio of previous work, and an indicative rate list for design services.

3. Multimedia Production (Photography, Videography & E-Learning Support)

Professional photography and videography services for events, campaigns, and awareness materials, including:
-    Event photo and video coverage (close-ups and wide angles);
-    Editing of promotional, testimonial, and wrap-up videos;
-    Livestreaming setups (multi-camera systems, sound, lighting, and operators);
-    Production of self-paced or online learning courses, including video recording, editing, voice-over, and preparation for e-learning platforms. 

Submissions should include the company or freelancer profile, portfolio (or sample links), list of available equipment, and indicative rates per service type.

4. Hotels, Venues & Catering Services

Provision of venues and related hospitality services for workshops, meetings, and conferences.
Services may include:
-    Rental of meeting spaces or conference halls
-    Accommodation and catering packages

Setup and equipment (sound systems, projectors, and displays)
Interested suppliers should provide their full-service list, venue capacity (up to 30, 60, 100, and over 100 participants), and indicative price ranges or packages.

5. Interpretation & Translation Services

Provision of language services for events, meetings, and publications, including:
-    Simultaneous and consecutive interpretation (Arabic, English, French);
-    Written translation, transcription, and proofreading.

Applicants should submit their company or individual profile, experience, and rate list (per page, per word, or per day).

6. Event Management & Technical Support

Provision of logistics and technical services for event organization, including:
-    Event coordination and on-site management;
-    Rental and setup of LED screens, projectors, lighting, and sound systems;
-    Stage design, décor, and branding setup;
-    Technical operator support during events.

Suppliers should share their company profile, portfolio of managed events, available equipment list, and indicative prices for services or rental packages.

7. IT Equipment & Electronics

Provision of office and IT-related equipment, including:
-    Laptops, printers, and accessories;
-    Printer ink and toner supplies;
-    Computer peripherals and maintenance support.

Applicants should provide available models, brands, specifications, and indicative price lists.

8. Catering Services

Provision of catering solutions for workshops, conferences, and field activities, including:
-    Coffee breaks, lunches, and full-day packages;
-    On-site setup and service;
-    Menu options for various dietary needs.

Interested suppliers should submit their company profile, available menus, and indicative pricing per person or per package.

Note on Submission
All service providers must submit:
-    A detailed company profile (or individual portfolio)
-    A list of offered services and indicative prices or rate lists
-    Relevant experience and references
-    Any supporting brochures, photos, or catalogs

 Please note: the submission of indicative prices at this stage does not constitute a binding offer. TI-LB will request formal quotations from prequalified suppliers for specific projects under the established LTAs.

3.    Qualifications  
 
Service providers wishing to apply under this call must demonstrate the technical capacity, experience, and reliability to deliver high-quality services within their respective categories.
Applicants may be companies, registered institutions, or individual professionals (freelancers), depending on the type of service offered.
To be eligible for prequalification and potential Long-Term Agreement (LTA) establishment, applicants must meet the following criteria:

1.    Legal Status and Registration
•    The applicant must be a legally registered company, firm, or individual authorized to operate in Lebanon.
•    A valid commercial registration and VAT certificate (if applicable) must be provided.

2.    Relevant Experience
•    Proven experience in the relevant field of service (printing, design, event management, translation, multimedia, etc.).
•    A minimum of two (2) years of professional experience providing similar services to NGOs, international organizations, or the private sector.
•    Evidence of past assignments, client references, or portfolio of completed work.

3.    Technical Capacity
•    Availability of qualified personnel, tools, and equipment relevant to the service category.
•    Ability to deliver high-quality outputs under tight deadlines.
•    For event and multimedia services: access to or ownership of professional-grade technical equipment.

4.    Financial Capacity
•    Demonstrated financial stability and ability to manage service delivery efficiently.
•    Availability of bank account under the company or individual’s name.

5.    Ethical and Compliance Standards
•    Commitment to Transparency International’s core values of integrity, accountability, and transparency.
•    Agreement to adhere to TI-LB’s procurement, anti-corruption, and conflict-of-interest policies.
•    No record of legal, financial, or professional misconduct.

6.    Supporting Documentation
Applicants must provide the following documents as part of their submission:
•    Copy of commercial registration and VAT certificate (if applicable)
•    Company or individual profile
•    Portfolio or samples of past work
•    Contact details of at least two (2) references or previous clients
•    Indicative price list or filled Excel form (as applicable to the service category)

 
4.    About Pricing /Proposals: 
 
Service providers are requested to submit a detailed description of the services they offer, along with an indicative price list or rate card.
Please note that the prices provided at this stage are for reference and prequalification purposes only and do not constitute a binding financial offer.
TI-LB will request detailed quotations from prequalified service providers for specific assignments during the implementation of the Long-Term Agreements (LTAs). 

 
5.    Validity of quotes: 
 
The indicative prices or rate lists submitted under this call should remain valid for a minimum period of 90 days from the submission deadline.
Once LTAs are established, the agreed-upon prices and terms will remain valid for the duration of the LTA period, unless revised through mutual written agreement. 
 
6.    Basis of selection: 
 
Transparency International – Lebanon (TI-LB) will evaluate all received Expressions of Interest (EOIs) based on the relevance, quality, and completeness of the submitted information, rather than solely on price.
This REOI aims to prequalify service providers for the possible establishment of Long-Term Agreements (LTAs) across the identified categories. The evaluation will consider the following main criteria:
1.    Relevance of Experience and Expertise – demonstrated capacity in the selected category or categories, supported by portfolios, client references, or previous assignments.
2.    Technical Capability – availability of qualified staff, equipment, and logistical capacity to deliver high-quality services on time.
3.    Quality of Submitted Proposal – completeness, clarity, and structure of the submission, including the description of services offered and indicative pricing.
4.    Value for Money – competitiveness of indicative prices or rate lists, in line with market standards.
5.    Compliance – fulfillment of all eligibility, legal registration, and documentation requirements as outlined in this REOI.

Following the evaluation process, TI-LB will identify and prequalify service providers who meet the required standards. These prequalified providers may then be invited to participate in further competitive processes or to enter into Long-Term Agreements (LTAs) for future needs.
The submission of indicative prices at this stage is for reference and prequalification purposes only and does not constitute a binding financial offer. TI-LB will request formal quotations from prequalified suppliers for specific projects or assignments during the validity of the LTAs.
This REOI does not legally obligate Transparency International – Lebanon to award an agreement or contract. TI-LB reserves the right to:
•    Prequalify one or multiple service providers per category;
•    Reject any or all submissions that are incomplete or non-compliant;
•    Modify or cancel the process without prior notice;
•    Fund or award none of the received submissions;
•    Waive minor administrative discrepancies when such action is in the best interest of TI-LB.
No commitment is made, either expressed or implied, to compensate applicants for any costs incurred in the preparation and submission of their Expressions of Interest.

7.    Terms and Conditions: 

•    Payment Terms:
Payments will be processed within 15 to 30 working days following the submission of a valid invoice and the satisfactory delivery and acceptance of the requested services. All payments will be made in USD or its equivalent in LBP, in line with TI-LB’s financial procedures and donor regulations. Payments will be made via cheque, bank letter, or bank transfer. Cash payments are not accepted.
•    Taxes and Invoicing:
Service providers must include all applicable taxes and clearly indicate VAT (if applicable) on their invoices. Providers are responsible for complying with Lebanese tax and registration requirements.
In cases where the service provider does not hold a Ministry of Finance (MOF) registration number, a deduction of 8.5 % will be applied to the final invoice, in accordance with Lebanese tax regulations.
•    Long-Term Agreement (LTA) Clarification:
The establishment of an LTA does not constitute a commitment for a fixed quantity of work or payment. TI-LB will issue specific requests for quotations under the LTA as needs arise.
•    Ethical and Compliance Standards:
All service providers must adhere to TI-LB’s principles of transparency, integrity, and accountability, and must avoid any conflict of interest or unethical practices during or after the agreement period.
•    Confidentiality:
Any information or material shared by TI-LB during or after the collaboration must remain strictly confidential and may not be disclosed or used for any purpose outside the agreed scope of work.

Required documents: 
Interested service providers are requested to submit a complete application package that includes the following documents and information:

1.    Company or Individual Profile
•    A brief background outlining the organizations or individual’s experience, areas of expertise, and operational capacity.
•    For companies: an overview of the structure, key staff, and contact details.
•    For freelancers: updated CV and list of relevant assignments.

2.    Description of Services Offered
•    A detailed list of the services provided under one or more of the categories listed in the Scope of Work.
•    Applicants are encouraged to include information on available equipment, facilities, or special capabilities relevant to their services.

3.    Portfolio or Samples of Previous Work
•    A portfolio, showreel, or samples demonstrating previous relevant experience.
•    Reference letters or client contact details (minimum of two) are also encouraged.

4.    Indicative Price List / Rate Card
•    Applicants must provide an indicative price list or rate card in USD, including all applicable costs and taxes (VAT if applicable).
•    Prices at this stage are for prequalification and reference purposes only and do not constitute a binding financial offer.
•    Printing houses are specifically requested to fill out the attached Excel pricing form and submit it along with their profiles.

5.    Legal and Registration Documents
•    Certificate of Commercial Registration or Business License.
•    VAT Registration Certificate (if applicable).
•    Financial Certificate or any other supporting legal documentation proving the entity’s legal standing.

6.    Compliance Statement
•    A signed statement confirming that the applicant agrees to comply with TI-LB’s procurement ethics, anti-corruption principles, and conflict-of-interest policy.
