Background of the project:
In coordination with the Senior Finance Manager, the Consultant will provide technical support to ensure the accurate and timely processing of financial data in compliance with IRC policies, procedures, and donor requirements. The consultancy will also involve close collaboration with Field Finance teams, Program, Administration, Human Resources, and Logistics units to ensure consistency across operations.
Scope of work:
The Consultant will provide specialized financial management and advisory support to ensure the integrity, compliance, and accuracy of financial operations in alignment with IRC policies and donor requirements.
- Financial Review and Compliance: Support the review and validation of transaction journal vouchers, partner financial reports, and payment documentation to ensure proper supporting evidence, accuracy, and adherence to internal and donor standards.
- Policy Implementation and Advisory Support: Provide technical guidance in applying and strengthening IRC’s financial policies, procedures, and controls to enhance compliance and operational efficiency.
- Partnerships and Sub-Grant: as a financial advisor for sub-grant and partner management, including reviewing partner reports, conducting compliance assessments, and participating in financial capacity reviews and field visits as needed.
- Financial Reporting and Reconciliation: Prepare and review balance sheet reconciliations, identify discrepancies, and recommend or prepare necessary journal adjustments.
Deliverables:
- Support in the review of transaction journal vouchers for submission to the accounting system, ensuring that all entries are accurate, properly supported, and compliant with the organization’s financial policies and donor requirements.
- Provide advisory support in the implementation of finance policies and procedures, ensuring alignment with IRC financial management standards and donor regulations.
- Review partner financial reports to ensure accuracy, completeness, and timely upload to the financial system, coordinating closely with the responsible IRC staff.
- Conduct comprehensive review of payment documents related to Beirut area to ensure proper supporting documentation, accuracy, and compliance with IRC and donor financial requirements.
- Provide technical support in the preparation of financial vouchers, ensuring consistency and completeness of financial documentation.
- Act as the sub-grants finance advisor, coordinating with relevant teams to review sub-grant financial documentation and follow up on related requests or compliance issues.
- Provide technical assistance to the Partnership Unit during the first-level review of partner financial reports and participate in field visits, as needed, to assess financial compliance and capacity.
- Prepare and review balance sheet reconciliations during the consultancy period, identify discrepancies, and propose or prepare the necessary journal adjustments where required.
- Assist during external audits and donor verification missions, ensuring that required financial records are available and that auditor or donor queries are addressed promptly.
Requirements:
- Two years of experience in an NGO.
- Good knowledge in Excel.
- Working experience on Partnership, salaries, VAT and MOF reports.
- Time management and organization skills.
- Effective communication skills, both written and verbal.
- Fluency in English and Arabic.
- Ability to prioritize among multiple tasks and make decisions.
- Team player.
